Texas: A Texas woman with links to India and Mexico has been named in the FBI's Ten Most Fugitives list in connection with the alleged murder of her six-year-old son. Cindy Rodriguez Singh, 40, is accused of killing her son Noel Alvarez and fleeing the United States in March 2023. A reward of up to $250,000 has been announced for information leading to her arrest.Cindy, who holds US citizenship and was born in Dallas in 1985, was last seen in Texas on March 22, 2023. She and her husband Arshdeep Singh, along with six of their children, boarded an international flight to India, but Noel was not among them.Allegations of Severe AbuseNoel had not been seen since October 2022, around the time Cindy gave birth to twins. The FBI believes the boy, who suffered from chronic lung disease and needed oxygen support, was subjected to horrific abuse in the months before his suspected death. Reports also allege that his mother withheld food and water because she didn’t want to change his nappies. In one disturbing incident, she is said to have hit him in the face with a set of keys for trying to drink water.Authorities further said that Cindy feared the child was "evil" or "possessed", and witnesses claimed she believed he might "hunt" her newborns. When Everman Police conducted a welfare check in March 2023, she falsely claimed that Noel was in Mexico with his biological father.Former Everman Police Chief Craig Spencer said there was no evidence to support her later claim that she had "sold" the boy to a woman in a supermarket car park.International Manhunt UnderwayFollowing months of investigation, a Tarrant County court charged Cindy with capital murder on October 31, 2023. A federal arrest warrant followed on November 2 for unlawful flight to avoid prosecution. Police dogs later detected traces of human remains on a carpet Arshdeep allegedly disposed of the day before the family left the US.“This is a promise we made… that we would never stop until those responsible are held accountable,” said Spencer, according to a report.
