New DU Students Must Submit Anti-Ragging Declarations; Here's What You Need To Know

With the new academic year beginning, Delhi University (DU) has introduced a comprehensive anti-ragging action plan to provide a secure and welcoming environment for all newly admitted students. At a recent meeting conducted by the Proctorial Board, a 10-point action plan was approved, upholding the University's zero-tolerance policy against ragging, harassment, and misconduct.

All the departments and colleges have been instructed to implement Ordinances XV-B and XV-C strictly and the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 provisions.

Look at Anti-Ragging Measures by Delhi University

- Mandatory Anti-Ragging Declarations

Freshers and their parents/guardians are required to submit an anti-ragging undertaking during admission through the national portal www.antiragging.in, as per the directions of the Supreme Court.

- Joint Control Rooms on Both Campuses

Joint control rooms will be operational from August 1 to August 8 to hear student grievances and coordinate security:

North Campus Control Room: Room No. 13, 1st Floor, Proctor's Office, Conference Centre (Opposite Department of Botany), DU, Delhi-7.

These control rooms will be operated jointly by Delhi Police and University authorities. All Principals, Heads of Departments, and Administrators are kindly asked to make announcements to students and hostel inmates about these facilities.

- 24x7 National Anti-Ragging Helpline

The Government of India, Ministry of Human Resource Development (MHRD), has introduced a 24x7 toll-free helpline (1800-180-5522) and an email support system (helpline@antiragging.in). This national-level support system must be made widely known by all departments.

- Anti-Ragging Awareness Week

DU will celebrate Anti-Ragging Day on August 12, and an Anti-Ragging Week from August 13 to 18, with a view to developing a culture of awareness and prevention within the campus.

- Campus-Wide Poster Campaign

English and Hindi awareness posters have been put up in conspicuous places all over the campus to make students aware of their rights and the regulations concerning ragging.

- Strict Disciplinary Action for Ragging

DU has re-emphasised that any form of ragging will bring harsh penalties, which can include:

-Immediate suspension or expulsion

-Cancellation of admission or degree

-Withholding of examination results

-Ban from university activities and facilities

-Restricted Entry and Vigilance Measures

Hostels and university campuses will have strict access control. Anti-ragging committees and vigilance squads—backed by NCC/NSS volunteers—will patrol sensitive areas on a regular basis.

- Deployment of Police and Night Patrols

Delhi Police will deploy pickets at every college entrance, with increased presence around women's colleges. Regular night patrols will provide an additional component of campus security.

- Plain-Clothes Women Officers

To prevent harassment, female police officials in civilian clothing will be stationed within college campuses, particularly during induction periods.

- Compliance Reporting by Institutions

The Heads of institutions are mandated to send weekly reports for the initial three months of the session and thereafter send monthly reports. These have to be sent to the University Proctor to proctor@du.ac.in, as per the UGC Anti-Ragging Regulations, 2009.

- PG Accommodation Verification

Those students choosing paying guest (PG) accommodations are encouraged to check the facilities with local police to ensure safety off campus.

- Online Complaint Systems

Students can lodge ragging grievances through online complaint systems, such as cybercrime sites, allowing quick and confidential redressal of grievances.
