After 'Kutta Babu,' 'Cat Kumar' seeks Bihar residence; authorities attemp to sniff out another bizarre case

Bihar faces another bizarre certificate scandal as a residential certificate surfaces for 'Cat Kumar,' following the 'Dog Babu' incident. Barely two weeks after the infamous ‘Kutta Babu’ residence certificate scandal captured attention, Bihar is once again at the centre of an extraordinary controversy involving a residential certificate application submitted in the name of a cat.

The applicant, registered as Cat Kumar, claims Catty Boss as the father and Catiya Devi as the mother, stirring disbelief across the state.

Following this feline-related blunder, Rohtas District Magistrate Udita Singh instructed Nasriganj Revenue Officer Kaushal Patel to file a police complaint against unidentified individuals at Nasriganj police station.

An official investigation has been launched to determine how such an absurd document made its way into the system.

Dogs, cats, and what else?

This new episode follows the earlier ‘Dog Babu’ incident in Masaurhi, near Patna, where a residence certificate featuring a dog’s photograph and bearing the names Kutta Babu and Kuttiya Devi surfaced online. The document alarmingly carried a valid digital signature from revenue officer Murari Chauhan, confirming its authenticity and highlighting serious administrative lapses.

Opposition leaders slammed the government sharply, with Swaraj India’s Yogendra Yadav noting the irony of fraudulent certificate being accepted while legitimate identification documents like Aadhaar and ration cards face scrutiny.

The Congress party accused the BJP and the Election Commission of orchestrating manipulation of the electoral process, sarcastically suggesting that ‘Dog Babu’ could be a BJP candidate.

In response, authorities promptly cancelled the ‘Dog Babu’ certificate and registered an FIR against the applicant, the issuing officer, and the computer operator involved.

The Sub-Divisional Officer of Masaurhi had been ordered to conduct a thorough inquiry and submit a report within 24 hours. Strict disciplinary action has been promised against those found responsible.

Adding to the growing list of absurdities, just weeks earlier, a residence certificate from Munger district had also been issued to ‘Sonalika Kumari’, with the applicant’s photo replaced by an image of a Sonalika tractor. The certificate listed “Village Tractorpur Diara” as the address, emphasizing the depth of the administrative failures.
