Justice Vikram Nath, Justice Sandeep Mehta and Justice NV Anjaria, with a three -judge special bench of the Supreme Court, heard the increasing cases of stray dogs in Delhi on Thursday. During the hearing, Solicitor General Tushar Mehta, senior advocate Kapil Sibal and Abhishek Manu Singhvi presented their parts.

Solicitor General Tushar Mehta told the court that attacks of stray dogs in the country have become a serious problem. He said that every year about 37 lakh people and about 10 thousand people are victims of dog bites every year, while 305 people have also died due to rabies infection.

He said that no one is going to hate animals, we are not advocate to kill them, but it is necessary to keep them a little separate from human settlements, so that roads can be safe for children and the elderly.

Mehta also said that many people consume non -vegetarians in their homes and describe themselves as animal lover and feed stray dogs on the streets, which is increasing the problem.

Kapil Sibal objected to the arguments of the Solicitor General, saying that after catching stray dogs, their rehabilitation, sterilization and vaccination require time and proper structure, which is not currently available.

He alleged that following the previous order of the Supreme Court, the local administration has started catching dogs, while the shelter homes are already full.
He warned that more crowds may increase quarrels and violence between dogs in the shelter, and they may become more aggressive when left later. Sibal feared that such irritable dogs would later be killed as dangerous.

Justice Vikram Nath questioned Sibal that did you say that the administration was waiting for the order and as soon as the order came, he started catching?

To this, Sibal replied that the administration is really catching the dogs and putting it in a pre -filled shelter.

Abhishek Manu Singhvi said that the government should follow the ABC (Animal Birth Control) rules, which provides for sterilizing and vaccination by sterilizing and vaccination. He raised the question that how can the dogs be ordered to be caught in the shelter suddenly in 24 to 48 hours?

During the hearing, the bench admitted that the biggest reason for this problem is the negligence of the responsible departments and the local authorities are not working that they should have done.

The Supreme Court reserved the order, saying whether it would consider whether the guidelines of the previous order should be stopped or not.
