Karnataka Assembly Approves Key Legislative Changes

The Karnataka Assembly has successfully passed the Greater Bengaluru Governance (Amendment) Bill 2025, introduced by Deputy Chief Minister D.K. Shivakumar, who also oversees the Bengaluru Development Department. During the discussions, Shivakumar emphasized that the primary goal of this amendment is to ensure that the Greater Bengaluru Authority does not interfere with the operations of municipal corporations. He noted that a public interest litigation had been filed by certain individuals alleging that the authority possessed control over the corporations. Although the court did not accept the public interest litigation, the amendment aims to prevent any potential confusion in the future.

Shivakumar further stated that mayors and municipal members will have full authority as per the Constitution. He addressed the concerns of legislators regarding village inclusion and financial assistance, clarifying that the law imposes restrictions on fund transfers to maintain constitutional compliance. Discussions will be held regarding which villages should be included, and if there is disagreement from the opposition, the government is open to withdrawing the amendment. He stressed that the government does not wish to politicize Bengaluru's governance, asserting that they do not want to engage in political maneuvering regarding the city's future. The government will not interfere in financial autonomy, tax collection, elections, or reservations. The provisions of the 74th Amendment have been fully preserved.

He also responded to attempts to disrupt the discussion, assuring MLA Muniratna that they would provide him with an opportunity to participate in the debate. He mentioned that they had overlooked him due to his involvement in an investigation. Following the Governor's approval, the notification for the next steps is expected to be issued by August 25.
