India has given formal assurance to Belgium regarding the conditions of custody of Mehul Choksi, a wanted fugitive businessman in a large bank fraud case to resolve human rights concerns in its extradition proceedings. The Ministry of Home Affairs (MHA) has submitted a detailed letter to Belgium officials, which has outlined security measures for Choksi’s custody when India is extradited from Belgium.
According to the Central Bureau of Investigation, Choksi is accused of violating criminal conspiracy, fraud and forgery as well as the Prevention of Corruption Act, 1988 under the Indian Penal Code. In coordination with the officials of Maharashtra, the Ministry of Home Affairs nominated Barrack No. 12 at Arthur Road Jail in Mumbai for his custody. This barrack reserved for non -violent criminals ensures a minimum individual space of three square meters for each captive, following European human rights standards. Currently empty, this barrack has a capacity of six people and is equipped with ventilation, clean beds and hygiene facilities.
The Ministry of Home Affairs guarantees food, special diet, canteen facilities and external exercise daily. A 24/7 facility with six medical officers in medical care, 20 -bed jail hospital with ICU and Sir J.J. Group of Hospitals include referrals. Choksi’s pre -existing health problems will be treated with free equipment and treatment if needed.
This facility is monitored through CCTV, which is monitored by the National and State Human Rights Commissions and Judicial Officers. Choksi will have daily legal access, weekly family meetings and communication facilities. The Ministry of Home Affairs stressed that these sovereign commitments ensure human behavior with trained employees and strong surveillance.
