Ranchi: A big update has come out in Jharkhand regarding the urban body elections. The State Commission submitted the final report of the Triple Test to the Urban Development Department on Friday. The report was confirmed by the commission member Nandkishore Mehta. Alka Tiwari has also been appointed to the post of State Election Commissioner.

Many important processes have been completed regarding the pending civic elections for more than two and a half years. With the completion of these procedures, the way to hold civic elections in the state is almost clear. The stir of the election has intensified. According to the city development department, the state government can hold the municipal elections by December or January.

The Jharkhand High Court has ordered the government to hold urban body elections. But it has not yet been followed. The court, while setting a hearing in the case on October 14, has issued a notice of contempt on the Chief Secretary and other officers and asked them to appear in the court.

However, some of its process is still pending. The state government will now conduct detailed reviews from the Department of Personnel, Law and Finance on the report of Triple Test. It will be passed by the cabinet after taking approval from the departments. The report will then be submitted to the State Election Commission.

A voter list will also be released by the Election Commission to clarify the situation of fixing the prescribed reservation. It is believed that this process may take time till mid -November to complete. In such a situation, it will be easy to hold the civic elections from December to January.

Before holding the civic elections, the report has been prepared by the Backward Classes Commission by conducting door-to-door survey in all 48 municipal bodies. For no error in the report, the task of creating a final report was entrusted to Sant Xavier College through tender. On August 21, Dr. Father Robert Pradeep Kujur, Principal of Sant Xavier College, submitted a final report to the Commission Chairman Janaki Prasad Yadav.

The study of the report dedicated under the Triple Test in Madhya Pradesh in preparing the final report has been studied in the scenario of the state of Jharkhand. In the triple test report, the total number of body -wise backward classes and extremely backward class voters is informed. Based on this report, reservation for backward classes in 48 bodies of the state is to be decided.

The last deadline for holding civic elections with the state government is March 2026. On not conducting elections till fixed time, Jharkhand will not get three financial years from the Center on the basis of the recommendation of the 15th Finance Commission. This was stated by Arvind Panagariya, chairman of the 16th Finance Commission, in the order of a visit to Ranchi on 30 May. He had said that the grant amount stopped from the Center will be released for holding elections this year.

The grant amount will be for three financial year (2023-24, 2024-25 and 2025-26). Due to lack of elections, the Center owes Rs 713-713 crore for the financial years of the state 2023-24 and 2024-25 respectively. Accordingly, the amount for the last three years will be more than 2000 crores. Explain that the Grant is approved by the Center on the basis of recommendation of the Finance Commission by the Center for civil facilities.
