
Preparations for Bihar assembly elections have reached the final phase. Talking to the media in Patna, Chief Election Commissioner (CEC) Dnyanesh Kumar said that the entire election process in the state will be completed before 22 November. He appealed to the voters of Bihar to celebrate this democratic mahaparva as a festival, vote and fulfill responsibility.
Purification of voter list and booth level preparation
Gyanesh Kumar said that recently the voter list was widely purified in Bihar. 90,217 booth level officers of the state did exemplary work at their respective booths. This will ensure that the election process goes on transparent and systematic.
CEC said that no more than 1200 voters will be registered at any polling station, this rule will be equally applicable across the country. The Commission has allowed to set up polling booths at a distance of 100 meters, which provides relief from convenience and congestion to voters.
The Election Commission has ensured a system of webcasting, so that every activity of voting can be monitored as real-time. In addition, arrangements have been made to keep mobile phones outside the booth, so that there is no electronic disruption or disturbance inside the polling station.
New digital and technical reforms
Many new digital and technical reforms are being implemented in Bihar elections. The Election Commission has launched One Stop Digital Platform, so that voters will be able to reach their information and services to voting easily. The ballot paper on EVMs will now have colorful photos and clear serial numbers, which will make the voter’s identity even easier. The postal ballot will be counted before two rounds of EVMs, so that the result process and transparent. Along with this, digital index cards will be provided to all voters in a few days of the election ending.
Voter complaint and appeal process
The voter complaint and appeal process have also been made simple and clear. The polling station level will be responsible for BLO (BOUSH level officer), while ERO (Electoral Registration Officer) will be responsible for preparing the voter list. If a person’s name is not included in the list, he can appeal to the District Officer (DM). And if there is any error in the decision of DM, an appeal can be filed before the Chief Electoral Officer (CEO). With this system, voters will get a clear way to secure their rights and to correct any mistake.
Gyanesh Kumar said that India’s election and Election Commission are the example of the world’s biggest electoral system. Keeping in mind the Bihar election, 17 new initiatives have been implemented, which will strengthen the voting safe, transparent and technically. With this preparation, the voters of Bihar will be able to exercise their democratic rights before November 22 and the Election Commission aims to have easy and reliable voting experiences.
