Komang Armadi, a visitor from Indonesia, said she was a bit scared as all streets were submerged under water on Tuesday, forcing her to cancel plans to visit Tam Coc in Ninh Binh.
“We cannot go out. We are stuck in the hotel and have to cancel all our plans to visit tourist attractions. This is the worst time for our holiday in Hanoi.”
Her husband had to walk to nearby shops to buy food in knee-deep water.
Armadi, who arrived in Hanoi on Oct. 3 for a week’s visit before returning to Bali, said she has fallen in love with Hanoi’s culture and enjoyed trying authentic food.
She plans to return to Hanoi during the Christmas holidays in December.

Australian Carl Tomich who arrived in Hanoi to create videos for YouTube, said heavy rains made filming very difficult.
“I had originally planned to shoot more, but the weather forced me to cut the films shorter than I’d hoped.”
Tomich planned to meet friends on Tuesday, but the severe flooding in many places forced him to stay put.
Ruby Montgomery from the U.S., who is scheduled to arrive in the capital on Wednesday night, has been regularly looking for weather updates.
“This is my first time in Hanoi,” she said. “So excited but I felt a bit worried about the current flooding situation.”
She plans to visit Hoa Lo Prison, Ho Chi Minh Mausoleum and Bach Ma Temple and watch a water puppet show.
Torrential downpours also disrupted transport services, making it difficult for tourists to reach Noi Bai Airport on Tuesday morning.
Catherine Nasskau, who had a flight at noon, said: “I took an earlier taxi, and we arrived safely, taking a slightly different route than usual. Now I have a few hours to wait at the airport, but at least we’re here—watching the runway get wetter. I really appreciate everyone’s quick messages.”
Torrential rains since Monday night flooded parts of Hanoi, the latest in a series of deluges that have inundated the city over the past month.
Major roads are flooded, leaving motorbikes and cars stranded and forcing people to wade through water.
Inner-city districts have been particularly affected, with the drainage network struggling to handle the heavy rain.
