Uttarakhand Governor Approves Minority Education Bill to Integrate Institutions

Uttarakhand's New Education Initiative

On Monday, Lieutenant General Gurmeet Singh (Retd.), the Governor of Uttarakhand, granted approval to the Uttarakhand Minority Education Bill, 2025. This legislation aims to incorporate minority educational institutions into the mainstream education system. Once enacted, the Madarsa Board will be dissolved, and all madrasas operating in the state will need to obtain recognition from the Uttarakhand Minority Education Authority and affiliate with the Uttarakhand Board of School Education.


Chief Minister Pushkar Singh Dhami praised Governor Singh for endorsing the bill, stating that the new law will enhance transparency, accountability, and quality within the state's education framework.


Significance of the Bill

In a post on X, Dhami mentioned that with the Governor's approval, the path for the bill to become law is now clear. The legislation will establish an authority responsible for overseeing the education system for minority communities, which will grant recognition to minority educational institutions. Furthermore, madrasas and similar minority institutions will be required to gain recognition from the Uttarakhand Education Board once the bill is enacted. Following approval from the state assembly, Uttarakhand will become the first state in India to abolish its Madarsa Board.


According to a press release from the Chief Minister's office, this bill is part of the government's efforts to integrate minority institutions into the mainstream education system and ensure quality education.


Future Educational Framework

In support of this initiative, Chief Minister Dhami announced that starting from the academic session in July 2026, all minority schools will adopt the National Curriculum Framework (NCF) and the New Education Policy (NEP 2020). He emphasized that the government's goal is to ensure that every child in the state, regardless of their background or community, has access to equal education and opportunities. Under this new law, an authority will be established to oversee the education system for minority communities, responsible for granting recognition to minority educational institutions.
