New Delhi: On the occasion of the 73rd Foundation Day of the Employees’ Provident Fund Organization (EPFO), the Central Government has started a new initiative for employees and employers. Union Labor and Employment Minister Dr. Mansukh Mandaviya launched the Employee Enrollment Scheme 2025 on Saturday. The objective of this scheme is to include those employees in the PF (Provident Fund) system, who till now have remained out of its scope due to some reason.

Dr. Mandaviya said during the program that EPFO has played a historic role in strengthening social security in India. He said that EPFO is not just a fund, but it is a symbol of the trust of crores of employees and workers of India. The objective of this scheme is not only to provide financial security to the employees, but also to encourage employers to voluntarily include eligible employees in the PF system.
When will the scheme be implemented and who will be the beneficiaries?
The Central Government has decided to implement the Employee Nomination Scheme 2025 from November 1, 2025. This scheme will be completely voluntary. That means companies will have to enroll their employees themselves. The benefit of this scheme will be available to those employees who were associated with any organization between July 1, 2017 to October 31, 2025, but due to some reason could not join the PF account.
This scheme will also be applicable to those companies which are being investigated under Section 7A of the EPF Act, Section 26B of the Scheme or Section 8 of the Pension Scheme. However, no automatic action will be taken in the cases of employees who have already left the company.
Penalty and contribution requirements
The government has given big relief to the companies in this scheme. If PF was not deducted before the salary of an employee, then no penalty will be imposed on him. Companies will have to deposit only their share (employer’s contribution) and along with it they will have to pay only a nominal fine of Rs 100. Employees will not be burdened with old dues or interest. This will help millions of workers to become part of the formal labor system.

Dr. Mandaviya said that EPFO should ensure fairness, speed and sensitivity in service delivery so that the trust of citizens is further strengthened. He also said that it is necessary to set global standards in social security to take India towards “Developed India 2047”. He wrote on

In the program, Labor and Employment Secretary Vandana Gurnani praised the development of EPFO and said that this institution is no longer limited to mere compliance, but has become citizen-centric. He said that behind every file is hidden a dedicated employee, a family and a dream. Social security is not just a system, but it is linked to the dignity and confidence of the people.
