A highway patrol officer in Arkansas stopped the truck driver for questioning in what was reportedly the first recorded English proficiency test for a commercial driver, according to Carscoops.
In the video, the officer asked why the driver parked in a certain spot. The driver replied: “Yeah, I’m parked here three hours.” When the officer repeated the question, the driver appeared confused.
When asked whether anyone else was in the truck, the driver answered: “Yeah, my company.” The officer asked which company he worked for, and the driver responded, “California.”
The truck appeared to be leased to Edline Freight, based in Rowland Heights, California. According to the U.S. National Highway Traffic Safety Administration, the company reported that 25% of its 28 drivers are currently off duty.
At one point, the officer instructed the driver to put his clothes back on, another direction he struggled to understand. The two then moved to the patrol car, where the officer showed the driver four common road signs. He was able to correctly identify only one: “No Parking.” His vehicle had been stopped in a no-parking zone.
The officer later explained to a colleague that under federal directives, any driver suspected of not being able to speak or read English at a proficient level must be pulled over for questioning and asked to interpret four road signs.
Identifying at least three out of four signs is enough to pass the test. In this case, the driver failed both tests and was not permitted to continue driving.
A few months ago, the US government began requiring truck drivers to be able to read and speak English, according to The Washington Post. Since then, many states have tested drivers suspected of noncompliance.
There have been reports of drivers being removed from the road after failing similar inspections, but few recorded evidence of how these situations unfold. The video offers a rare real-world instance of a driver failing the English proficiency test.
