Bihar Election 2025: As Bihar gears up for the first phase of its Assembly Elections, the Election Commission (EC) has ensured that no eligible voter is left out of the democratic process. All necessary preparations, including the distribution of voter slips and polling materials, are nearly complete. The Commission has made a significant move to make voting more accessible—allowing citizens to vote even without a voter ID card, as long as they present one of 12 approved alternative documents.

This step aims to strengthen public participation and ensure every eligible individual can cast their vote without unnecessary hurdles. In Muzaffarpur district, where polling will be conducted across all 11 assembly constituencies on November 6, authorities have confirmed that these alternative IDs will be accepted at all polling booths.

12 Accepted Documents You Can Use Instead of Voter ID
The Election Commission has identified 12 official documents that can be presented in place of a voter ID card. These alternatives have been approved to ensure that the lack or loss of a voter ID card does not prevent citizens from exercising their right to vote. The accepted documents include:

  1. Aadhaar Card – One of the most widely used identity proofs in India.

  2. MNREGA Job Card—Particularly useful for rural workers registered under the scheme.

  3. Passbook with Photograph—Issued by a Bank or Post Office, this document serves as valid ID proof.

  4. Health Insurance Smart Card – Issued under the Ayushman Bharat Scheme by the Ministry of Labour.

  5. Driving License—A government-issued photo ID valid across India.

  6. PAN Card – Commonly used for tax purposes and official identification.

  7. Smart Card (National Population Register)—Issued by the Registrar General of India.

  8. Indian Passport—A strong identity proof for Indian citizens.

  9. Pension Document with Photograph – Valid for retired individuals receiving pensions.

  10. Service Identity Card – Must be issued to employees by Central or State GovernmentsPublic Sector Undertakings (PSUs), or Public Limited Companies.

  11. Official Identity Card—For elected representatives like MPs, MLAs, and MLCs.

  12. Unique Disability ID (UDID) Card – Issued by the Ministry of Social Justice and Empowerment.

These options provide flexibility to ensure that every legitimate voter can participate without bureaucratic delay or confusion.

Helpline and Support for Voters
For any concerns or complaints related to the voting process, the Election Commission’s Helpline Number 1950 is available round the clock. The Commission has also established a toll-free number for voter card-related assistance, helping citizens resolve issues quickly and efficiently.

Voters can use the helpline to:

  • Verify their names in the electoral roll.

  • Confirm polling booth details.

  • Report any irregularities or issues during polling.

  • Seek guidance on acceptable ID proofs and documentation.

The EC’s move reflects a strong commitment to transparency, inclusivity, and convenience for all voters, ensuring that the Bihar elections are conducted smoothly and fairly.

Why This Move Matters
In a diverse state like Bihar, where millions of voters live in rural or semi-urban areas, the loss or absence of a voter ID can be a significant challenge. Allowing multiple alternative identity proofs ensures inclusiveness and helps strengthen democracy at the grassroots level. Moreover, this initiative prevents disenfranchisement and makes the election process more efficient and citizen-friendly.

The upcoming election phase in Bihar will not only decide the political future of the state but will also set an example for inclusive electoral practices across India.
