In Skanda Purana, the fierce form of Lord Shiva, Kalbhairav, has been described in detail. According to the legend, once there was a debate and dispute between Brahma Ji, Shri Hari Vishnu and Lord Shiva regarding who was the best among the three. All three called themselves the best. In the end, when this dispute was not resolved, its decision was left to the sages.
The sages and sages, after deep discussion, declared Lord Shiva to be the best. Hearing this, Lord Brahma became jealous. He got angry. He was not satisfied with this decision. In anger he said insulting things to Lord Shiva. This behavior of Lord Brahma made Lord Shiva very angry. At the same time he assumed the fierce form. Kalbhairav appeared in that brilliant form of Lord Shiva.
Kalbhairav cut off the fifth head of Lord Brahma. Because of this he felt guilty of killing a Brahmin. Karbhairav went to all the places of pilgrimage to get freedom from this sin, but he could not free himself from the sin. When Bhairav approached Lord Vishnu during his pilgrimage, he advised him to go to Kashi. After this Lord Kalbhairav reached Kashi. There he took bath in the confluence of Ganga and Matsyodari.

After this, Brahma's skull fell from his hand, due to which he was freed from the blame of killing Brahma. He found inner peace. After this Lord Vishwanath himself appeared in Kashi. Lord Shiva gave a boon to Kalbhairav and said that even death will be afraid of you. Also, Mahadev gave the responsibility of protecting Kashi to Kalbhairav. Since then, Kalabhairav came to be known as the god who controls time and death. He came to be known as 'Kotwal of Kashi'.
A person comes to Kashi only with the permission of Kalabhairav. According to beliefs, no one can enter Kashi without his permission. The journey of the devotees also starts with his darshan.
