Aadhaar New Rules: UIDAI (Unique Identification Authority of India) has made significant changes to the rules for Aadhaar enrolment and update. Under the Aadhaar (Enrolment and Update) Third Amendment Rules, 2025, the list of documents accepted for identity, address, date of birth, and relationship proof has been simplified and expanded. The new rules will apply to all age groups, including children, adults, and senior citizens.
UIDAI states that these changes aim to make the Aadhaar process easier, reliable, and more inclusive, ensuring that people can access services with fewer hassles.
Valid Documents for Those Aged 18 and Above
For adults, UIDAI has clarified the four categories of documents: Proof of Identity (PoI), Proof of Address (PoA), Proof of Date of Birth (PoB), and Proof of Relationship (PoR).
Proof of Identity and Address (PoI/PoA)
The following documents will be valid:
Indian Passport, Voter ID, Driving License
Ration Card, Government Service Identity Card
Pensioner/Freedom Fighter Identity Card
MGNREGA Job Card
Caste Certificate
Certificate issued by an MP, MLA, or gazetted officer in the UIDAI prescribed format
In addition, electricity, water, mobile, broadband, and gas bills within the last three months will also be accepted as proof of address. Property tax receipts, government allotment letters, insurance policies valid for up to one year, bank passbooks/statements, and registered sale or lease deeds will also be accepted.

Birth Certificate
Passport
Board or University Marksheet with Date of Birth
Pension Order (Make DOB)
Certificate issued by a Gazetted Officer or Tehsildar
Proof of Relationship (PoR)
This will primarily be valid for Head of Family (HoF)-based enrolment. These include:
Birth Certificate
MGNREGA Job Card showing family link
Caste Certificate showing guardian's name
Family Relationship Certificate issued by a competent authority
Court Order related to legal guardianship
Document Rules for Children (Aadhaar New Rules)
UIDAI has clarified the rules for Aadhaar enrolment of children in two age groups. Birth certificate will be mandatory for children under 5 years of age, and their Aadhaar will be generated through Head of Family (HoF)-based enrolment. For children aged 5 to 18 years, any PoI or PoA document valid for adults can be submitted. Additionally, a birth certificate or school-issued record will be valid as proof of date of birth, while HoF-based enrolment will continue for this age group.
New Rules for Aadhaar Updates
The list of documents for Aadhaar update has been expanded. In addition to the documents already accepted for enrolment, the following will now be accepted:
Marriage certificate, divorce decree
Gazette notification for name change
Bank statement
Self-declaration from a close family member for address change
Prison induction document for prisoners
In certain special cases, such as a certificate issued by a public representative or shelter home authority, UIDAI may require additional verification.
