New Delhi: As the Winter Session of the Parliament commenced on Monday, the Lok Sabha was informed Vijay Mallya of Kingfisher Airlines, Nirav Modi of Firestar International and Nitin Sandesara of Sterling Biotech and Sterling Sez are among the 15 persons who were declared as Fugitive Economic Offenders (FEOs) as on October 31 on charges of causing over Rs 57,000 crore losses to various banks.
Minister of State for Finance Pankaj Chaudhary said 15 persons, declared FEOs by the special court under the provisions of the fugitive economic offenders act, 2018 (FEOA), caused a financial loss of Rs. 26,645 crore to banks, as principal amount till October 31, 2025. The MoS added the loss caused by 15 FEOs in the form of interest accrued from the date of NPA till October 31 stands at Rs 31,437 crore.
The minister also spoke about the amount recovered and said Rs 19,817 crore was recovered from these 15 offenders till October 31.
Chaudhary further mentioned about few other FEOs listed among the top 15 offenders which included Sudharshan Venkataraman and Ramanujam Sesharathinam of Zylog Systems; Nitin Sandesara and Chetan Sandesara of Sterling Biotech, and Pushpesh Kumar Baid, among others.
Winter Session rocked by sloganeering
The comment comes in backdrop of the Winter Session of the Parliament which began on December 1, 2025. The first day of the Winter session of Parliament saw repeated sloganeering and ruckus as Opposition MPs staged demand over discussion on the SIR issue. The ruling party alleged that the Opposition MPs did not let the house function. Between 11 AM to 2 PM, the house saw 3 total adjournments, and legislative business of just around 50 minutes took place. Both the Houses were however adjourned for the day and the proceedings is set to resume at 11 am tomorrow.
Meanwhile, Union Finance Minister Nirmala Sitharaman introduced the Manipur Goods and Services Tax (Second Amendment) Bill, 2025 bill on the floor of the house for consideration and passing.
"The Central government amended the Central Goods and Services Act of 2017, particularly section 121 to 134 of the finance Act 2025. This was passed by Parliament and enacted in 2024. These changes also came into effect on October 2025 after more than half of the states updated their GST. But unfortunately Manipur GST could not happen in time as the state assembly was in a suspended mode," the Union Finance Minister said on the floor amid repeated sloganeering.
Parliamentary Affairs Minister Kiren Rijiju asserted in the Rajya Sabha that the government is not averse to holding a discussion on SIR or electoral reforms, as he asked the Opposition not to insist on setting a timeline. However, members of several Opposition parties staged a walkout from the Upper House.
