Rent Agreement Rules 2025: The new rule focuses on striking a balance between the landlord and the tenant. Now landlords will follow fixed process to increase the rent. He can increase the rent only once in a year.

Rent Agreement Rules 2025: The Central Government has implemented New Rent Rules 2025 to make the process of renting a house easy, transparent and systematic. Under these new rules, now both the landlord and the tenant will have to register online within 60 days of signing the rent agreement.

Along with this, the limit of security deposit has been fixed, clear guidelines have been made as to when and by how much the rent can increase, time limit has been set for resolving disputes and rights to eviction, repairs, home inspection and tenant safety have been clearly explained.

The government has also directed states to upgrade their digital systems so that registration and verification can be done completely online and faster.

Landlord’s wish will not prevail

According to the Rent Agreement Rules 2025, landlords cannot take a security deposit of more than two months. Whereas in commercial rent this limit has been fixed at six months. If someone does not get registered, then depending on the states, a fine starting from Rs 5,000 can be imposed. It is necessary to give written notice to the landlord at least twenty-four hours before the tenant moves into the room.

How do rules protect tenants?

  • The new rent rules give tenants more legal protection than before.
  • Landlords can no longer evict tenants without an official order from the Rent Tribunal.
  • It is necessary to give 24 hours written notice before entering or inspecting the house, so that the privacy of the tenant is protected.
  • Police verification of the tenant has been made mandatory so that the records remain clean and the rented property cannot be misused.
  • If the landlord takes any action like forced eviction, threats, changing locks or cutting off electricity and water, legal action will be taken against him.
  • If any urgent repair is required and the landlord does not fix it within 30 days, the tenant can get the repair done himself and can deduct the same from the rent by giving a receipt for the expense.
