The winter session of Parliament is currently underway, having commenced on Monday. On the second day, significant disruptions were observed as opposition parties raised concerns regarding the Special Intensive Review (SIR). The Lok Sabha was unable to conduct any business due to the uproar, while some discussions did take place in the Rajya Sabha. Despite the ongoing protests from the opposition regarding the SIR, the central government agreed to discuss the voter list's special intensive review on Tuesday.
Lok Sabha Proceedings
The Lok Sabha session was adjourned for the day due to the uproar from opposition members over issues including the SIR. The government expressed its willingness to discuss all matters, including electoral reforms. The deadlock continued on the second day of the winter session, leading to the adjournment of the Lok Sabha after two suspensions, with proceedings halted at 2:05 PM.
Union Minister for Fisheries, Animal Husbandry, and Dairying, Rajiv Ranjan Singh, also known as Lalan Singh, claimed that the West Bengal government was not cooperating with the Prime Minister's Matsya Sampada Yojana (PMMSY), which he argued was hindering the realization of Prime Minister Narendra Modi's vision for a developed India.
On the second day of the winter session, a parliamentary delegation from Georgia observed the Lok Sabha proceedings. As the session began, Lok Sabha Speaker Om Birla informed members about the presence of the Georgian parliamentary delegation led by Chairman Shalva Papuashvili, welcoming them on behalf of the House.
Rajya Sabha Proceedings
In the Rajya Sabha, a member highlighted the serious challenge posed by cybercrime amid advancing technology, urging the government to tighten cybersecurity laws and simplify digital transaction processes for the underprivileged. Dinesh Sharma from the Bharatiya Janata Party (BJP) raised this issue through a special mention, noting that while digital transactions have eased many processes, they have also led to an increase in cybercrime.
The Parliament approved the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, which will replace the ordinance previously issued. Discussions on the SIR and other issues were overshadowed by opposition uproar during the bill's debate in the Rajya Sabha. Following Finance Minister Nirmala Sitharaman's response, the bill was passed by voice vote after being approved by the Lok Sabha the previous day. Sitharaman accused the opposition of shedding 'crocodile tears' over Manipur, stating they were absent during discussions on bills concerning the state's interests.
During zero hour, Rajya Sabha member Kartikeya Sharma from Haryana urged for increased private sector participation in the country's nuclear energy sector, emphasizing that India's scientific journey, initiated by pioneers like Homi Bhabha and Vikram Sarabhai, has reached a critical juncture.
