The central government informed the Lok Sabha that fake news and AI-powered deepfakes are posing a significant challenge to India's democracy. Information and Broadcasting Minister Ashwini Vaishnav stated that the government is developing strict regulations and a legal framework to address the growing misinformation on social media.
Misuse of Social Media a Matter of Concern
The Information and Broadcasting Minister stated that social media is being exploited by groups that neither respect the Constitution nor adhere to the laws. This is why the government feels the need to take immediate, strict action.
Content Removal Rule Implemented within 36 Hours
The government recently implemented a new provision requiring social media companies to remove objectionable or illegal content within 36 hours. Platforms must take immediate action upon receiving a complaint or "actual knowledge."
Draft Rules on Deepfakes Released
The government has also released draft rules for identifying and responding to AI-generated deepfakes. The rules are currently being sought from experts and the public. The draft amendments include several new regulations, including mandatory labeling of content, user declaration, and platform and content verification, along with other provisions related to identifying and preventing misinformation and ensuring the protection of both freedom of expression and democracy.
Ashwini Vaishnav stated that it is crucial to maintain a balance between freedom of expression and the protection of democracy when addressing issues related to fake news and social media. The government is working towards this with utmost sensitivity. He also noted that under Prime Minister Narendra Modi's leadership, Digital India has brought technology to the common man in the country, and social media has given every citizen a platform to express their views. The government's objective is to ensure proper use of these platforms and strengthen trust in society.
