The action came to light in the procurement process of uniform material for the Home Guards during the financial years 2024-25 and 2025-26.
Dehradun: Chief Minister Pushkar Singh Dhami has suspended Director Home Guard (Deputy Commandant) Amitabh Srivastava with immediate effect after he was found involved in a scam to the purchase of uniform material in the Home Guards and Civil Defence Department and has directed to constitute a joint inquiry committee to investigate the matter.
This case relates to the procurement process for uniforms for Home Guards during the financial years 2024-25 and 2025-26, where allegations of financial irregularities in the tender process surfaced. A report submitted to the government by the Director General of Home Guards and Civil Defence, Dehradun, revealed a lack of transparency and violations of rules in the tender process.
What is the matter?
The investigation into the scam was conducted by the Director General of Home Guards and Civil Defence, Dehradun. His report noted that regulations were not followed in the uniform purchase tender and procedures lacked transparency. Furthermore, violations of financial discipline were also found. Upon receiving the report, Chief Minister Dhami immediately ordered the suspension of Amitabh Srivastava and the formation of a joint investigation committee. This committee has been tasked with thoroughly investigating the entire scam, identifying the culprits, and ensuring legal action against them.
The Chief Minister stated clearly that the Uttarakhand government operates with a zero-tolerance policy towards corruption. He also warned that irregularities or corrupt practices will not be tolerated at any level. Dhami said, “Strictest action will be taken against any officer or employee found guilty. Financial irregularities or violations of any kind will not be tolerated in the state.”
Role of the Inquiry Committee
The Joint Inquiry Committee has been entrusted with the following responsibilities:

- To identify any irregularities in the procurement done during the financial years 2024-25 and 2025-26.

- To identify the culprits and recommend administrative and legal action against them.

- To prepare recommendations to prevent any such irregularities in future.
The Home Guards uniform scam also raises questions about the state’s administration and security system. Irregularities in the procurement of uniforms not only resulted in the misuse of public resources but also undermined the credibility and administrative transparency of the state’s security department.
