Haryana: Major fraud in paperless registry in Haryana, Naib Tehsildar in trouble

Haryana News: Following the discovery of the first fraudulent registration under the paperless system in the Ganaur tehsil of Sonipat, Haryana, the district administration has taken strict action. Considering the seriousness of the matter, Deputy Commissioner (DC) Sushil Sarwan has formed a high-level investigation committee headed by the ADC. He has also ordered the registration of an FIR against the seller, buyer, and all other accused.

The DC has also recommended stripping the Naib Tehsildar of Ganaur of his registry powers for negligence in the fraudulent registration. Instructions have also been issued to file a suit in the civil court to have the fraudulent registration annulled.

The entire matter came to light on January 10th, when the land’s original owner learned of the fraudulent registration. Vikas Padia, a resident of B-Block, Shalimar Bagh, Delhi, filed a complaint with the Ganaur ACP on January 12th. He stated that his firm, Sapaz Estate Private Limited, had been registered with 36 kanals of land on the Ganaur By-Road since 2011. On January 10th, he learned that his land had been registered using fraudulent documents.

According to the complaint, Pramod Kumar, a resident of Nasirpur Bangar, prepared a fake authorization letter for the firm and sold the land by claiming to be the owner. Investigation revealed that through this fraud, the land was sold to Balbir Singh, a resident of Pillukheda, Jind, for approximately ₹6.16 crore.

Given the seriousness of the matter, Deputy Commissioner Sushil Sarwan called a meeting on Sunday, a holiday, with the District Revenue Officer, tehsil-level officials, and officers from departments. After a day-long discussion and thorough review of documents at the camp office, the Deputy Commissioner issued orders on four important administrative decisions.

To conduct an impartial investigation into the entire matter, a high-level inquiry committee has been formed under the chairmanship of ADC Lakshit Sareen. The committee has been authorized to include other officials as needed and has been directed to complete the investigation and submit its report within 15 days.

The DC has clarified that no one involved in this case, at any level, will be spared. Written orders have been issued to the police to file criminal charges against all the accused, including the fake seller, buyer, witness, numberdar, and deed writer.

Meanwhile, a recommendation has been made to immediately strip Gannaur’s Naib Tehsildar Amit Kumar of his registration powers on charges of fraudulent registration. In this regard, the Deputy Commissioner has written to Sumita Mishra, Financial Commissioner of the Revenue Department, requesting action. It has been decided to keep the concerned officer away from any registry- work until the investigation is complete.

The administration has also clarified that registries conducted under the new paperless system cannot be canceled either manually or through the web Halaris portal. Therefore, the Tehsildar of Gannaur has been instructed to file a suit in the civil court to cancel the fraudulent registry. The registry can only be canceled after a court order.
