Synopsis

Assam's Chief Minister announced a major electoral roll revision targeting the 'Miya' community. He expects to remove five lakh names. Meanwhile, opposition parties have raised serious concerns about the ongoing revision process. They allege illegal interference and irregularities in the deletion of genuine voters. The political climate in Assam remains charged over electoral integrity.

Assam CM Himanta Biswa Sarma
Guwahati: Assam chief minister Himanta Biswa Sarma said when special intensive revision (SIR) of electoral rolls will be rolled out in Assam at least five lakh names of Miyas will be deleted from the electoral rolls.

Presently, the ECI is conducting Special Revision (SR) exercise which is slightly different from the special SIR, a more comprehensive process it is carrying out in several other states. Under the SR, the focus is mainly on inclusion of voters and an existing voter’s name remains on the list unless a specific objection is raised against it.

Sarma said, “Suspicious people cannot vote, and we have taken steps for that, however SR is preliminary. Once SIR comes, at least four to five lakh names of Miyas will be deleted. Let Congress keep on criticising me, but my job is to trouble Miyas or they will come to settle in a place like Duliajan.”

He added, “Recently I was looking at a land record document of Tinsukia and found a large number of Hindus have sold their land to Muslims. Miyas have reached Digboi, Tinsukia. If we don’t become alert now then when will be alert. In SR exercise not single Assamese people names are deleted”

Opposition parties on Sunday met Assam' Chief Electoral officer (CEO) Anurag Goel and submitted a memorandum alleging gross anomalies, discrepancies and unlawful interference in the SR exercise as well as issuance of illegal, arbitrary and unlawful bulk notices.

The parties include Congress, CPI, CPIM, Raijor Dal and Assam Jatiya Parishad. These parties stated that the claims and objections will be disposed of by February 2, 2026, and the Final Electoral Roll will be published on 10.02.2026. The illegal, arbitrary and unlawful bulk objections were filed against the genuine voters mainly on the ground of dead voters and permanently shifted voters.

" Unfortunately, the concerned Electoral Officers (EROs) of the Legislative Assembly Constituencies (LACs) have been issuing notices to the genuine voters. The large numbers of fake objections were filed without having knowledge of the objectors which are widely surfaced in the media as well as social media. Several objectors of such fake objections have come forward to declare that they have no knowledge about the filing of the objections and more, so their EPIC Numbers and Mobile Numbers were used by the unknown persons for filing the objections.

Unfortunately, the concerned Electoral Officers (EROs) of the Legislative Assembly Constituencies (LACs) have been issuing notices to the genuine voters in total violations of the provisions of law, more particularly Rule 17 of the Registration of Electors Rules, 1960. "

These parties alleged that the concerned Electoral Registration Officers (EROs) of the Legislative Assembly Constituencies (LACs) have been issuing notices on such illegal objections by giving very short time and also without mentioning the ground of objections in the notice. It has come to the knowledge that the Booth Level Officers (BLOs) on the instructions of the Electoral Registration Officers (EROs) are also making suo moto deletion of names of genuine voters which is not at all permissible. The genuine voters who are the victims of eviction are being deprived from filing/submitting Form 8 for shifting of residence. Such voters are neither allowed to submit online nor allowed to submit offline applications only with a view to oust them from the Final Electoral Rolls.

They highlighted "large numbers of objections were filed mainly on the ground of death and shifted voters and EROs have been issuing notices on such illegal and fake objections. "There is unlawful and illegal interference in the SR exercise at the Co-District Office, South Kamrup. It has been observed and reliably learned that the individuals namely Prahlad Biswas, General Secretary, South Kamrup Zilla BJP, ZPC Member, Chamaria Block, Mrinmoy Boro, General Secretary, South Kamrup District BJP and Buddheswar Rava, General Secretary, Kamrup District ST Morcha, BJP have been frequently sitting inside the Co-District Office and are instructing/influencing the concerned officials to issue bulk notices relating to objections in the ongoing Special Revision (SR) process. "

The opposition parties complained that the Chief Minister of Assam made a categorical public statement indicating that a particular community, namely the Miya community, would be subjected to harassment and would be deliberately issued notices. Such a statement is arbitrary, mala fide, and wholly unconstitutional, as it betrays a predetermined intent to target a specific community and undermines the neutrality of the electoral process.

Sarma while talking to media persons on Saturday had said, “There is no controversy pertaining to SR, not a single Hindu people of Assamese Muslims are served with notice under the ongoing SR. We must keep on giving notices to Miyas otherwise they will get emboldened.”

He added, “I have said that whether I succeed or not I will keep on tormenting Miyas. There is nothing to hide. I am tormenting them. These people must understand that whenever possible Assamese people are stopping them.”

Sarma said, “If not stopped these people will walk over. That’s why notices will keep on going through SR, border police and eviction. We will keep on creating such troubles for them. What is legally available to us we will keep on using it against these people. If we do not do this these people will think that they have made Assamese people go on slumber and now they can just suppress Assamese people.”

He said, “We cannot with someone who wants to finish the race, we have to protect the race. Once they receive SR notice they have to come to offices and this has meant trouble for these people.”

Bengali speaking Muslims are often referred as Miya Muslims. Muslims comprise 34% of the 3.12 crore population of Assam, of which 4% are indigenous Assamese Muslims and the remaining mostly Bengali-speaking Muslims.
