Indo-EU strategic focus: Security, innovation, tech, defence & mobility

Synopsis

India and the European Union have taken significant strides to enhance their strategic alliance. The new agreements will facilitate greater collaboration in technology, innovation, security, and defense sectors. A pivotal arrangement focuses on improving mobility for Indian citizens, while both parties aim to strengthen their trade and investment connections.

The Joint India-EU Comprehensive Strategic Agenda, endorsed at the 16th summit held here on Tuesday, will aim to reinforce strategic partnership through decisions and pacts on technology and innovation, security and defence and mobility of Indians.

The agenda is aimed at accelerating progress across five key pillars - prosperity and sustainability, technology and innovation, security and defence, connectivity and global challenges, as well as enabling factors such as skills, mobility, business and people-to-people ties. The two sides signed a landmark MoU on Comprehensive Framework on Co-operation on Mobility to boost mobility of Indians to the continent.

Under the prosperity and sustainability pillar the two sides reaffirmed the commitment to strengthen trade linkages, investment avenues, enhance global supply and value chains and decided to conclude an Investment Protection Agreement to provide high, predictable standards of protection for investors on both sides and promote investment in selected high-growth and future-oriented sectors. They also decided to conclude an Agreement on Geographical Indications to ensure effective protection of iconic products and boost trade opportunities.


The two sides will assess external vulnerabilities and strategic trade opportunities and expand collaboration in strategic value chains; broaden discussions on economic security within the Trade and Technology Council (TTC) to issues such as research security and protection of sensitive technologies; and implement the EU-India Semiconductor Memorandum of Understanding, strengthen the supply chain and promote mutually beneficial collaboration in research and development for chip design, heterogeneous integration, sustainable semiconductor technologies and technology development for semiconductor manufacturing.

It was decided to establish an EU-India Business Forum to meet regularly to provide valuable business perspectives to inform policymaking and deepen industry input across TTC work strands.

The two sides will also strengthen cooperation under the India-EU Clean Energy and Climate Partnership, including through energy technologies, smart grids, storage, electricity sector regulation, energy and climate diplomacy.

Under the technology and innovation pillar the two sides will promote collaborative research focused on AI, quantum, advanced semiconductors, clean tech and biotech. They also decided to set up India-EU Innovation Hubs to support dialogue, knowledge exchange and joint projects in critical emerging technologies.

It was also decided to establish an India-EU Startup Partnership. They also decided to deepen cooperation to create a trustworthy, secure, fair, and interoperable digital ecosystem.

It was also decided to promote collaboration on the peaceful uses of nuclear energy under the India-Euratom agreement. Under the security and defence pillar, it was decided to consult on respective initiatives, including through exchanges on defence industry-related matters and explore, where there are mutual interest and alignment of security priorities.
