Congress – The Congress party on Monday rolled out a statewide programme in Bihar aimed at identifying and nurturing grassroots talent, signalling a renewed focus on organisational capacity-building ahead of future political challenges. The initiative, titled Bihar Ki Awaaz, is designed to bring forward individuals who can contribute meaningfully to public discourse and help shape an inclusive and forward-looking national narrative.

State-Level Programme Introduced in Patna
The programme was formally announced at the Congress party headquarters in Patna, where party leaders outlined its objectives and operational structure. The launch marks the beginning of a structured effort to connect with capable voices across the state and integrate them into the party’s communication and research ecosystem. According to party officials, the initiative reflects a broader attempt to strengthen internal systems by investing in people drawn from local communities.
Leadership and Oversight of the Initiative
Congress national spokesperson Abhay Dubey has been appointed as the state in-charge for the National Talent Hunt in Bihar. Addressing journalists at the launch event, Dubey described the initiative as a key innovation developed by the party’s media department. He said the programme is intended to bridge the gap between grassroots perspectives and higher-level policy discussions by equipping individuals with the skills needed to articulate public concerns effectively.
Dubey emphasised that the focus would remain on credibility, discipline, and clarity, particularly when representing the party’s views in public forums. He noted that participants would be encouraged to engage constructively on issues affecting citizens at district, state, and national levels.
Focus Areas for Talent Identification
Under Bihar Ki Awaaz, the Congress plans to identify talent in three primary areas. The first category includes potential media spokespersons and panelists who can confidently present the party’s standpoint on television debates, digital platforms, and public discussions. These individuals are expected to combine communication skills with a sound understanding of political and social issues.
The second area centres on research coordinators. These participants will be responsible for developing fact-based material, including policy notes, analytical briefs, and issue-specific content that can support the party’s messaging. Party leaders believe that strengthening research capacity is essential for informed debate and effective policy advocacy.
The third category involves publicity coordinators tasked with expanding the reach of the party’s message. Their role will focus on dissemination through social media channels, WhatsApp networks, local media outlets, and direct engagement at the grassroots level.
Zonal Structure Across Bihar
To ensure broad participation, the state has been divided into four zones for the purpose of the talent hunt. Each zone will be overseen by a designated zonal coordinator, supported by co-coordinators. This structure is intended to make the selection process more accessible and to reflect regional diversity within Bihar.
Asit Nath Tiwari, spokesperson for the Bihar Congress and convener of the state talent hunt, said the zonal framework would allow the party to identify promising individuals from different regions without limiting the process to urban centres. He added that the approach would help surface voices that are often underrepresented in mainstream political communication.
Final Selection and Training Process
Participants shortlisted at the zonal level will advance to a final round of selection to be held in Patna. During this stage, candidates will be assessed on their communication abilities, analytical skills, and understanding of public issues. Those selected are expected to undergo further orientation and training aligned with their respective roles.
Party officials indicated that the initiative is not limited to immediate political gains but is part of a longer-term strategy to build a knowledgeable and responsive support structure. By investing in local talent, the Congress aims to enhance its engagement with voters while creating opportunities for individuals to contribute to public life in a structured manner.
