Haryana CM Nayab Singh Saini announced promotions, extension in service and increase in allowances for jail warders. Promotion, police allowance, ration and uniform allowance were increased in 18 years. Emphasis was also laid on prison reforms, digital facilities and prisoner rehabilitation schemes.
Chandigarh. Haryana Chief Minister Naib Singh Saini made several important announcements for jail warders and prison staff. He announced removal of anomalies in promotions, service extension and allowances. Now jail warders will get promotion to the post of head warder on completion of 18 years of service. Officers and employees who receive Correctional Service Medal will be given one year extension in service.
Jail Warder and Head Warder will get the same allowances as Police Constables. Ration allowance has been increased two and a half times to Rs 1500 from the coming financial year. Conveyance allowance has been increased from Rs 50 to Rs 720 and uniform allowance to Rs 7500. The Chief Minister said that these decisions will increase the morale and efficiency of the employees.
Karnal Jail Academy Passing Out Parade: Convocation parade ceremony in Karnal
The Chief Minister arrived as the chief guest at the convocation parade ceremony organized at the Jail Training Academy in Karnal. He said that this occasion is a symbol of service to the country, devotion to duty and patriotism. Congratulating the trainees and their parents, he said that wearing the uniform is a symbol of both pride and responsibility. This batch includes 116 assistant superintendents and warders, including one woman assistant superintendent and 8 women warders. He called it an important step towards women empowerment.
Prison Reform Haryana: Government thinking of prison reform and rehabilitation
The Chief Minister said that jail is not just a place for punishment, but a center for reform and rehabilitation. Haryana Government believes in giving criminals an opportunity to reform along with punishment. Under this thinking, prison reform, prisoner welfare and modern prison management are being continuously strengthened.
Modern Jail Training Haryana: Modern Training and Responsibility
He said that in the Jail Training Academy, the employees are imparted modern training, knowledge of human rights, law, psychological understanding and moral values. He said that uniform is not a symbol of authority but of responsibility. It is important for prison personnel to remain alert and sensitive amid changing crime patterns and technical challenges.
Digital Jail System Haryana: E-jail, digital facilities and skill development
The Chief Minister said that the government is promoting digitalization, e-jail system, video conferencing, health facilities and skill development programs in jails. The entire process from entry of prisoners to release in jails is computerized. Skill development courses are being run to provide education and skill training to the prisoners. ITI and Polytechnic Diploma courses have been started in five jails. An agreement has been signed with Haryana Skill Employment Corporation to provide employment to the prisoners. Petrol pumps have been opened in 8 jails and four more will start soon.
Jail Facilities Haryana: Radio Station, CCTV and High Security Jail
Radio stations are running in many jails of the state and about 335 video conferencing systems have been installed, through which prisoners appear in court online. Libraries are established in all jails. The construction of high security jail in Rohtak is in the final stage. CCTV cameras, baggage scanners and other modern equipment have been installed to enhance security.
Integrity Appeal: Message of honesty and sensitivity to employees
The Chief Minister appealed to the jail staff to keep integrity, discipline and duty paramount. He said that it is important to maintain sensitive and humane behavior while following the law. He advised continuous learning, adopting technology and working with human values.

Cooperation, Prisons, Elections, Heritage and Tourism Minister Dr. Arvind Kumar Sharma congratulated the trainees and said that jail is not just a place of punishment but a center of reform and rehabilitation. Director General of Prisons Department, Alok Mittal said that many steps are being taken to make the jails modern and safe. To prevent mobile misuse, V-Kavach systems are being installed and monitoring is being done through about 1500 CCTV cameras. Principal Naresh Goyal administered the oath to the trainees. Many dignitaries including MLA Jagmohan Anand, Mayor Renu Bala Gupta were present at the ceremony.
