PowerSector – Jammu and Kashmir is set to significantly enhance its power generation capacity over the next five years, with the government outlining plans to add more than 3,700 megawatts (MW) through a series of new and ongoing hydroelectric projects. The announcement was made in the Legislative Assembly by Chief Minister Omar Abdullah, who also oversees the Power Development Department.

At present, the Union Territory’s total installed power generation capacity stands at 3,540.15 MW. With the proposed additions, the overall capacity is expected to nearly double by the end of the 2030-31 financial year.
Expansion Roadmap for 2026–2031
Responding to a query raised by MLA Khurshid Ahmad, the Chief Minister informed the Assembly that eight proposed projects and six projects already under construction are scheduled for completion between 2026-27 and 2030-31. Together, these initiatives are projected to contribute 3,704.5 MW to the existing capacity.
The planned expansion is part of a broader strategy to strengthen energy security in the region, which continues to face a supply-demand imbalance. Officials believe the additional generation will reduce reliance on external power purchases and improve stability in the distribution network.
Current Power Deficit Challenges
Despite having substantial hydropower potential, Jammu and Kashmir currently faces a power shortfall, particularly during peak winter months when electricity demand rises sharply. To manage the deficit, the Power Development Department has implemented scheduled and unscheduled power cuts in both metered and non-metered areas across the Union Territory.
The government has acknowledged that bridging this gap remains a priority. Officials maintain that the upcoming projects will play a decisive role in easing recurring outages and ensuring more consistent supply to households, businesses, and public infrastructure.
Existing Generation Structure
Jammu and Kashmir’s power infrastructure currently includes 13 projects in the Union Territory sector with a combined capacity of 1,197 MW. In addition, six central sector projects contribute 2,250 MW, while 12 projects developed under the Independent Power Producer (IPP) model account for 92.75 MW.
This multi-sector framework reflects a mix of government-led and privately developed hydropower stations operating across the region’s river basins.
Major Projects in Pipeline
Among the key projects under construction or proposal are several large-scale hydroelectric plants expected to significantly boost output. These include the 1,000 MW Pakaldul project, the 624 MW Kiru project, and the 540 MW Kwar project. Other major developments include the 850 MW Ratle project and the 240 MW Uri-I Stage-II expansion.
Smaller but strategically important projects are also part of the expansion plan. These include the 260 MW Dulhasti-I, 93 MW New Ganderbal, 48 MW Lower Kalnai, and 37.5 MW Parnai projects. In addition, installations under the IPP model such as the 49.70 MW and 20.50 MW projects under JAKEDA are expected to contribute to the overall capacity increase. The 12 MW Karnah project is also included in the pipeline.
Energy experts note that the successful execution of these projects will depend on timely completion, environmental clearances, and efficient coordination between central and Union Territory authorities.
Long-Term Energy Outlook
The projected rise in generation capacity signals a major shift in Jammu and Kashmir’s energy landscape. If completed within schedule, the expansion could not only address present shortages but also create opportunities for exporting surplus power in the future.
For residents and businesses, the developments offer hope of improved reliability and fewer disruptions. The government has reiterated its commitment to accelerating project timelines and strengthening the transmission network to support the anticipated increase in generation.
