Infrastructure – A fresh dispute has emerged in Jammu and Kashmir over the proposed ropeway project to the Vaishno Devi shrine, prompting renewed protests and sharp political reactions. The Vaishno Devi Sangarsh Samiti (VDSS) has issued a 10-day ultimatum demanding cancellation of the plan, warning that it will begin a formal agitation if authorities fail to respond.

Local Groups Raise Livelihood and Sentiment Concerns

Representatives of the VDSS argue that the ropeway proposal could significantly affect the town of Katra and surrounding communities. Karan Singh Thothu, a member of the committee, said the project may directly and indirectly impact nearly 4.25 lakh residents who depend on the annual pilgrimage economy.

According to him, thousands of individuals who assist pilgrims on the traditional trekking route — including pony operators, palanquin carriers, and daily wage workers — could lose their primary source of income. Estimates shared by the group suggest that around 28,000 workers rely on these services to sustain their families.

Thothu further stated that the business ecosystem built around the pilgrimage may also face disruption. Nearly 7,000 shops and approximately 800 hotels and guest houses in Katra could experience reduced footfall if a ropeway shortens the travel time for visitors, he claimed. The Jammu Kalki Movement has also publicly voiced its opposition, aligning with concerns raised by the Sangarsh Samiti.

Political Leadership Divided Over Responsibility

The issue has also exposed differing positions within the political leadership. Chief Minister Omar Abdullah clarified that his government did not approve the ropeway proposal. He stated that the decision was cleared by the office of the Lieutenant Governor rather than by the elected cabinet, distancing his administration from direct responsibility.

This clarification comes amid rising public debate over whether such large-scale infrastructure projects should undergo wider consultation with local stakeholders. While the administration has not withdrawn the proposal, the chief minister’s remarks indicate that the project did not originate from his government’s policy agenda.

BJP MLA Backs Project With Rehabilitation Assurances

In contrast, local BJP MLA Baldev Raj Sharma has expressed support for the ropeway initiative. He said the Shrine Board has already considered concerns of affected workers and approved a phased rehabilitation plan.

According to Sharma, measures are being designed to ensure that pony operators, palanquin carriers, and laborers are provided alternative arrangements or compensation as the project progresses. He emphasized that the ropeway aims to improve accessibility for elderly pilgrims and those unable to undertake the steep trek, while also easing congestion during peak seasons.

Supporters of the project argue that modern transport infrastructure can enhance safety and reduce travel fatigue, particularly during extreme weather conditions. They believe improved connectivity may increase overall tourist inflow in the long term, potentially benefiting the wider regional economy.

Uncertainty Ahead as Deadline Approaches

With the 10-day deadline set by the Vaishno Devi Sangarsh Samiti approaching, tensions remain high in Katra. Local authorities are closely monitoring the situation to prevent disruptions during the ongoing pilgrimage season.

The debate reflects a broader challenge faced by pilgrimage centers across India: balancing modernization with traditional livelihoods. As discussions continue, the focus remains on whether a middle path can be found that addresses economic concerns without halting infrastructure development.

For now, the ropeway proposal remains at the center of public discourse, with both supporters and opponents pressing their arguments in what is shaping up to be a significant policy and community issue in the Jammu region.
