Kremlin spokesman Dmitry Peskov confirmed the decision, saying that Meta was unwilling to comply with the rules despite repeated warnings, forcing this drastic step.

The government is now encouraging the public to use MAX Messenger. This app is supported by the Russian government and designed to simplify citizens' daily needs. However, critics believe that MAX is actually a government surveillance tool, allowing people to monitor their conversations. However, Russian officials have completely denied these allegations.

What is the reason for the WhatsApp block?
This action on WhatsApp comes after mounting pressure over the past six months. Russia has been emphasizing strengthening its domestic communications infrastructure, especially during wartime. Amidst the ongoing conflict, Russia requires all foreign companies to comply with its laws. According to reports, action has been taken against WhatsApp for violating government regulations:

In August 2025, Russian authorities imposed restrictions on WhatsApp and other messenger services, preventing users from completing phone calls on these platforms. Authorities alleged that foreign platforms do not share information with law enforcement agencies regarding fraud and terrorism. Russian courts have also fined WhatsApp several times for failing to remove banned content.
