IRCTC clearly states on its website that if you cancel your ticket less than 12 hours before your train's departure and up to 4 hours before, a minimum cancellation charge of 50% of the fare will be deducted.

Chart preparation time is from the train's starting station or the station where the previous chart is prepared. You cannot cancel your ticket after the chart is prepared; you must file a TDR.

When is the lowest cancellation charge?
If you cancel your ticket more than 48 hours before the train's departure, different cancellation charges will be deducted for different classes. ₹240 for First Class/Executive, ₹200 for Tier/First Class, and ₹180 for AC 3 Tier/AC Chair Car/AC 3 Economy.

At the same time, if you cancel the ticket between 12 and 48 hours, then the cancellation charge (train ticket cancellation charges) will be 25% of the fare.
