New Delhi: On Monday, Chief Minister Rekha Gupta announced the launch of the 'Rah-Veer' initiative, a program designed to reward individuals who assist victims of road accidents. The scheme offers a cash prize of ₹25,000 to those who help save the lives of seriously injured individuals.

According to an official announcement, citizens who provide aid to critically injured accident victims will receive both a monetary reward and a certificate of appreciation. Notably, if someone rescues multiple victims in a single incident, the maximum reward remains capped at ₹25,000.

Moreover, each year, ten exemplary 'Rah-Veers' will be honored with a special national award of ₹1 lakh, along with a certificate.

The Chief Minister emphasized that this initiative aims to promote humanitarian efforts, allowing citizens to assist injured individuals without fear of legal repercussions. The primary goal is to ensure that victims receive timely medical care during the crucial 'golden hour' following an accident.

Gupta pointed out that the Ministry of Road Transport and Highways believes that increased public involvement in aiding the seriously injured could lead to a significant decrease in road accident fatalities.

She acknowledged that many people hesitate to help due to concerns about legal issues or police involvement, but this scheme is designed to alleviate those fears and encourage more citizens to take action.

In a bustling city like Delhi, where traffic is heavy, timely access to medical assistance can be the difference between life and death for seriously injured individuals.

With the introduction of financial incentives and legal safeguards, CM Gupta expressed hope that more people will be motivated to transport injured victims to hospitals swiftly, ultimately saving lives.

The Chief Minister assured that the Delhi government is committed to effectively implementing this scheme, enhancing both road safety and community compassion in the capital.

She noted that the Ministry of Road Transport and Highways has provided comprehensive guidelines for states and Union Territories to follow, and the Delhi government is adopting these recommendations.

This initiative aligns with the Good Samaritan Rules established under Section 134A of the Motor Vehicles (Amendment) Act, 2019, which offer legal protection to those who voluntarily assist injured or vulnerable individuals.

The Central government has enhanced this humanitarian effort by introducing a financial incentive to further encourage public involvement, as stated in the announcement.

The Chief Minister concluded that the scheme not only aims to save lives but also seeks to cultivate a culture of compassion within society, believing that increased public participation can significantly lower road accident mortality rates.
