8th Pay Commission: Approximately 50.14 lakh government employees and 69 lakh pensioners across the country are eagerly awaiting a new pay hike. According to the latest information, the Pay Commission is expected to submit its interim report to the government by December 2026, clearing the way for a salary increase.
Panel Preparations Accelerate
Employee organizations have taken steps to strongly present their demands. The National Council of the Joint Consultative Machinery is scheduled to meet soon, where a final list of demands will be prepared and submitted to the central government. Meanwhile, the three-member panel headed by Justice Ranjana Prakash Desai is also working at full speed to prepare its interim report.
When will the report be completed?
The government notified the Commission's Terms of Reference on October 28, 2025. An 18-month deadline has been set for submission of the report. Union Minister Ashwini Vaishnav has already indicated that the Commission's interim report may be premature. With this, the entire roadmap for employee salary increases will become clear.
Fitment Factor Will Determine Salary
The amount of salary increase depends entirely on the fitment factor. In the Seventh Pay Commission, it was set at 2.57, resulting in a 14 to 16 percent increase in salary. Now, experts estimate that in the Eighth Pay Commission, this factor could range between 1.83 and 3.0, resulting in a significant change in basic pay.
Who Will Benefit?
According to experts, this time, employees in pay levels 1 to 18 could see a significant increase in salary, ranging from 20 to 35 percent. While higher-level officials will see a significant increase in salary in monetary terms, lower-level employees are expected to receive greater benefits in percentage terms. This factor will determine a transparent gap.
National Council JCM Secretary Shiv Gopal Mishra's stance on salary increases is quite clear. They believe that the fitment factor should never be less than 2.57. Since this was the Seventh Commission's benchmark, any figure below this would be detrimental to employees.
