Abandoned UK shopping centre where almost all stores closed down to be finally regenerated

Plans are in place to transform a largely abandoned shopping centre where many stores have closed, with work expected to begin within the next two years. The Maltings in Uttoxeter, Staffordshire, has stood largely empty for years and become increasingly run down, prompting concerns over its condition.

East Staffordshire Borough Council has been working on regeneration proposals since 2023, when it also bought the neighbouring former Co-op building as part of wider plans for the site. A planning application has now been submitted, which would see most of the existing buildings demolished to make way for a new development.

The proposals include knocking down 19 of the 24 units, many of which date back to the 1960s.

While a final decision has not yet been made following delays in the planning process, council leaders say progress is expected soon.

Councillor Phillip Hudson raised concerns about how long the site has been left in its current state during a recent meeting.

He said: "When you see on social media that people are saying the Maltings are a disgrace, it's very hurtful to a resident who has lived there for 43 years.

"I think it's about time the council started to make things happen, and visibly make it happen."

The site has been described as dilapidated, with many units vacant for a long time.

Under current plans, once the buildings are cleared, the area would be temporarily used for food vendors and market stalls.

This would remain in place until a permanent redevelopment scheme is delivered.

Councillor Louise Walker, cabinet member for regeneration, said there had been delays due to the planning process, including consultation work with Historic England.

She said: "They did an in-depth look at it and what the High Street would look like without it, so that did put us back."

Cllr Walker said the site would be demolished and landscaped as part of the first stage of the project. She added: "You will see some change by the end of the year."

The council said the aim is to bring the site back into use and improve the town centre.

The regeneration is expected to help improve an area that has seen many empty units in recent years.
