Railway employees often faced difficulties when they were transferred to other zones or projects and were required to vacate their previous railway quarters.
Indian Railways has issued a new order providing significant relief to its employees. Previously, railway staff frequently encountered hardships when transferred to different zones or projects, as they were compelled to vacate their existing railway quarters. Now, the Railway Board has amended the rules for employees submitting a 'technical resignation,' allowing them to retain their previous accommodation for a certain period at the standard rent.
This decision will ease the transition for employees' families, facilitate their children's education, and simplify the process of joining a new post. Previously, there were no clear guidelines regarding the retention of accommodation in cases of technical resignation, leading to inconvenience for employees concerning rent and living arrangements. According to the new order, employees may continue to reside in their railway quarters for up to four months without incurring any penalties, paying only the standard rent applicable at the time of their resignation.
Now, if an employee submits a technical resignation, they may retain their previous railway quarters for a period of four months. During this period, they are required to pay only the standard license fee—meaning no additional market-rate charges or penalties will be levied. This measure aims to alleviate the employee's concerns regarding their family and their children's education while transitioning to a new posting.
Permission is granted to retain the quarters for a total duration of eight months: the first four months at the standard rent, and the subsequent four months at double the standard rent. In cases of general resignation or dismissal, the facility to stay at the standard rent will be available for only one month. In the unfortunate event of an employee's death or disappearance, long-term relief regarding accommodation will be provided in accordance with existing regulations.
This relaxation does not apply to certain specific posts, reserved quarters, or employees of the Railway Audit Department; consequently, not all employees will fall under the purview of these identical rules. Employees currently undergoing the technical resignation process may avail themselves of the benefits of this order by submitting an application to their respective Divisional Railway Manager's office. By citing this order, they can secure permission to retain their railway quarters.
If an employee is transferred to railway units such as SECR, WCR, ECoR, NER, ECR, or SWR—or to workshops like RCF or MCF—they may retain their previous accommodation by paying the prescribed license fee. Conversely, if the posting is to the North Frontier Railway (NFR), South Coast Railway (SCoR), Raigada (Odisha), the Jammu Division, or projects such as USBRL, the accommodation may be retained at the standard license fee rate. This facility does not require annual renewal.
The Railway Board has clarified that this facility comes into effect immediately as of March 18 and shall remain in force until further orders are issued. This implies that employees will no longer need to be concerned about repeatedly seeking extensions. This measure will alleviate administrative stress, enabling employees to work in remote regions or on new projects without facing undue mental pressure.
