Delhi Govt Begins Drafting Semiconductor Policy to Boost Design, R&D and Industry Growth

The Government of Delhi has initiated the process of drafting a new semiconductor policy aimed at strengthening the capital’s position in the growing global electronics and chip ecosystem. The proposed framework is expected to focus on multiple aspects of the semiconductor value chain, including design, research and development, advanced packaging, and talent development. According to details shared by Rekha Gupta, the policy aims to position Delhi as a hub for semiconductor design and innovation. The draft is expected to outline strategies to encourage activities such as intellectual property (IP) creation, research collaborations, and development of advanced semiconductor technologies.

A key component of the proposed policy is its focus on five major pillars. These include semiconductor design and IP development, strengthening research and innovation, promoting ATMP-OSAT (Assembly, Testing, Marking, and Packaging / Outsourced Semiconductor Assembly and Test) activities, enhancing skill development, and building a strong startup and industry ecosystem. The approach is intended to integrate academic institutions, industry stakeholders, and startups within a single framework. Officials indicated that the policy is likely to emphasize attracting private investment and creating a supportive business environment for companies operating in the semiconductor space. The initiative also aligns with the broader objectives of the India Semiconductor Mission, which seeks to expand domestic capabilities in chip manufacturing and design.

The proposed policy is expected to create opportunities for high-skill employment, particularly in areas such as chip design, advanced research, and semiconductor packaging. It may also support startups and technology firms through incentives and infrastructure development, while encouraging innovation-driven growth. In addition to employment generation, the draft policy is expected to facilitate growth in research and development capabilities within the capital. By focusing on emerging areas such as advanced packaging and design innovation, the government aims to integrate Delhi into the global semiconductor value chain. While the policy remains in the drafting stage, it reflects a broader push to strengthen India’s position in the semiconductor sector and reduce dependence on imports by promoting domestic capabilities.
