
New Delhi, 21 April. Congress on Tuesday gave a notice of breach of privilege to Lok Sabha Speaker Om Birla against Prime Minister Narendra Modi and alleged that after the Constitution Amendment Bill to women’s reservation was not passed in the House, PM Modi targeted the opposition parties in his address to the nation, which is a serious case of breach of privilege and contempt of the House.
Venugopal gave notice to Lok Sabha Speaker
Congress party’s organization general secretary KC Venugopal, in his notice to Birla, urged that immediate and decisive action be taken to maintain the dignity of Parliament and the constitutional protections provided to its members, so that such violations are neither ignored nor repeated.

Lok Sabha member Venugopal claimed that the Prime Minister had addressed the nation on national television on April 18, 2026, the next day after the Constitution (131st Amendment) Bill, 2026 was not passed in the Lok Sabha on April 17. In his 29-minute address, he criticized the opposition parties for stalling the bill and directly referred to the way opposition members voted and linked the underlying objectives to it.

Venugopal said, ‘First of all the Prime Minister of the country addresses the nation on an important issue of national concern. Therefore, such addresses by the Prime Minister are very rare. It is unprecedented for Prime Minister Modi to address the nation after the government failed to muster the required majority in Parliament and criticized the opposition parties, which is unethical and a blatant abuse of power. Making such statements by the Prime Minister of the country is a serious matter of violation of the privilege of the House and contempt.

He said, ‘I submit this notice of breach of privilege to you (Honourable Speaker), so that cognizance of this serious incident and deliberate breach of privilege and contempt of the House can be taken and the matter can be referred to the Privilege Committee of the Lok Sabha for detailed investigation so that privilege proceedings can be initiated against the Prime Minister.’

The Congress general secretary said the matter should be taken extremely seriously as questioning an elected representative for performing his duty is not only a personal attack but also a violation of the authority of Parliament and the democratic rights of the people of India. He urged that you (Birla) take immediate and decisive action to preserve the dignity of Parliament and the constitutional protections afforded to its members, so that such violations are neither ignored nor repeated.
