Ever since the announcement of the eighth pay commission has been made by the central government. Since then, many questions are coming in the minds of lakhs of government employees of the country. The first and most important question is that how much is his salary going to increase this time. Regarding this he is sending his demand to the government. The demand of teachers is that their basic salary should be increased to Rs 1.34 lakh per month and the demand of post men is that their monthly basic salary should be increased to Rs 1.12 lakh. Let us try to understand amidst these demands, keeping in mind what things the government increases the salary. Which factor decides the salary?
Teachers have placed many important demands before the government regarding the 8th Pay Commission. These demands include increasing allowances and insurance cover and major changes in the salary structure. The most prominent demand is to increase the basic salary of entry level teachers (Level-6) to Rs 1,34,500. Along with this, it has been proposed to fix the minimum salary for Level-1 employees between Rs 50,000 to Rs 60,000, which is considered a big change compared to the current salary system. To increase the salary, it has been said that the fitment factor should be increased from 2.57 to between 2.62 to 3.83. The fitment factor is the basis on which the new salary is decided, hence an increase in it can lead to a significant increase in the total salary of the employees. Apart from this, teachers have also suggested to increase the annual increment from the current 3% to 6-7%, so that their income can increase better every year.

At the same time, organizations associated with postmen have also submitted a memorandum to the government regarding increasing their salaries. Federation of National Postal Organization (FNPO) has demanded to increase the minimum basic salary of entry level i.e. Level-1 employees to Rs 69,000, which is currently Rs 18,000 under the 7th Pay Commission. Apart from this, it has been proposed to increase the basic salary of Postman and Mail Guard (Level-5) from Rs 25,500 to Rs 1.12 lakh, which is considered a big leap.
FNPO has also demanded implementation of 3.83 fitment factor for all employees, whereas in the 7th Pay Commission it was 2.57. New salary and pension are decided on the basis of fitment factor, hence its increase will have a direct impact on the income of the employees. Along with this, the organization has suggested increasing the annual increment from 3% to 6%. FNPO says that the current 3% increase is not enough considering today's inflation, especially keeping in mind the rising expenses in cities, healthcare and children's education expenses, a higher increase in the salaries of employees is necessary.
On what basis does salary increase?
Above we saw how teachers and post men are demanding from the government to increase their salaries and by how much. Now let us understand on what basis the government increases the salaries of central employees. Firstly, in Pay Commission, the salary is decided by multiplying the existing basic pay by a “fitment factor”, which determines the new basic pay. Then Dearness Allowance (DA) is added to it, and adjustment is made according to House Rent Allowance (HRA) and Transport Allowance (TA).
Salary is decided by these factors
- Fitment Factor- This is a coefficient which is applied on the basic pay of 7th CPC to arrive at the new basic pay of 8th CPC.
- Pay Matrix- It replaces the old pay bands and grade pay and provides a structured table (levels 1-18) with fixed salary steps.
- Allowances- Dearness Allowance (DA), House Rent Allowance (HRA), and Transport Allowance (TA) are added to the basic salary.
