The government has increased the Environmental Compensation Charge (ECC) on commercial vehicles entering Delhi. Diesel trucks and high polluting vehicles have been specifically targeted. The government believes this will help reduce pollution in the city and encourage cleaner alternatives.

By raising the Environmental Compensation Charge (ECC), the government has sent a clear message that polluting will now become costly. The most important aspect of this decision is that the government has not only given a one-time hike, but has mandated a 5 percent hike in April every year to ensure its effectiveness. The aim is to ensure that the impact of ECC does not diminish over time and that the transport sector gradually transitions to cleaner, greener fuels.

What is the new rate?

As per the new notification, the ECC has been increased from ₹1,400 to ₹2,000 for category 2 light commercial vehicles and category 3 two-axle trucks. The same rate has been increased from ₹2,600 to ₹4,000 for category 4 three-axle trucks and category 5 heavy trucks. This means an increase of approximately ₹600 for light commercial vehicles and two-axle trucks, while the tax on three-axle and heavy commercial vehicles has gone up to ₹1,400.

Delhi Environment Minister Manjinder Singh Sirsa called it a major action against pollution. He said that this is not only an increase in revenue, but also a significant step towards improving the environment. He said that Delhi can no longer bear the burden of pollution caused by unnecessary vehicles and the increase in ECC sends a clear message that polluters will have to pay a heavy price.

Supreme Court approval

On 12 March, Supreme Court New ECC rates were also approved. Stating that the rate hike was balanced and fair, the court also upheld the 5 percent annual rate hike. Also, to reduce both traffic and pollution in the city, the court also said that except for vehicles carrying essential goods, heavy vehicles should use expressways outside Delhi.

According to the government, the ECC rate introduced in 2015 had started losing its effectiveness over time. Inflation and changing conditions had reduced its effectiveness. Hence, this hike was implemented to strengthen it. The decision is part of the ongoing ‘Swachh Hawa Abhiyan’ led by Chief Minister Rekha Gupta.
