Key Jan Vishwas provisions effective from May 15

New Delhi will see key provisions of the Jan Vishwas Act come into effect on May 15. This landmark legislation aims to reduce the criminalization of minor violations across several acts. Instead of jail time, many offenses will now face civil penalties and administrative measures. This reform promotes compliance by making punishments more proportionate and less punitive.

Key Jan Vishwas provisions effective from May 15
New Delhi: Several provisions of the Jan Vishwas (Amendment of Provisions) Act, 2026, shall come into force in Delhi from May 15, according to notifications published by the Union Home Ministry.

The provisions of the Act related to the Delhi Land Holdings (Ceiling) Act, 1960, the Private Security Agencies (Regulation) Act, 2005, the Disaster Management Act, 2005, the Civil Defence Act, 1968, the Delhi Police Act, 1978, the New Delhi Municipal Council Act, 1994 and the Delhi Municipal Corporation Act, 1957 shall come into force from May 15, it said.

The Act passed this year reduces the criminalisation of minor violations and replaces them with more proportionate civil penalties and administrative mechanisms, according to a government statement.

The Act converted hundreds of fines and imprisonment clauses into civil penalties and removed many altogether.

By reducing jail terms and enabling the compounding of offences, the Act promotes compliance over punishment.
