According to the Motor Vehicles Act, 1988 (Motor Vehicles Act), to drive any vehicle in India, it is mandatory to have it registered with the RTO and affix a number plate on the vehicle. If any common citizen’s car does not have a number plate, heavy fines are levied by the traffic police and the vehicle can be impounded. However, there are certain special vehicles in the country, which are legally exempted from this rule. These vehicles have complete freedom to move on the road. What is the Motor Vehicle Act?

The Motor Vehicles Act 1988 has been enacted to legally drive vehicles on Indian roads. According to this law, every vehicle manufactured and plying on the roads in the country must be registered. The number plate itself makes it easy to identify the vehicle and its owner in the event of a crime or accident. However, some very important VIP (VVIP) vehicles are excluded from this as per rules dating back to the British era. In pre-independence India, institutional and royal cars used to have their own badges or names instead of number plates. The same practice continues even today for some of the highest positions.

Vehicles of President and Governor

According to the Indian Constitution, some high-ranking constitutional officers are allowed to drive vehicles without number plates. The President of India and Governors of various states are at the top of this special list. Being the highest constitutional officer of the country, these dignitaries do not have normal number plates on their vehicles. Instead, the number plate is replaced by the ‘Ashoka Emblem’, the national emblem of India, on a red background. This Ashoka pillar is the official identity of these VVIP vehicles.

As for the registration and management of these vehicles, it is handled very differently. These special trains used in the President’s convoy are not registered with any regular Regional Transport Office (RTO). General rules of Motor Vehicle Act do not apply to them. Complete records and maintenance of these trains are kept directly under the administrative control of Rashtrapati Bhavan. Considering the security of the country, this arrangement has been made for security reasons by not displaying the numbers on these vehicles.

Does the Prime Minister’s car have a number plate?

Many people have a misconception that even the Prime Minister’s car does not have a number plate. However, this is a completely wrong assumption. The Prime Minister does not get any special exemption or relief under this rule. All the cars in the Prime Minister’s fleet are registered with the RTO and their number plates are clearly displayed on their vehicles, just like other ordinary citizens’ vehicles. In terms of safety and compliance, the Prime Minister’s vehicle is treated like any other normal vehicle and has to follow the rules strictly.

Indian Army Vehicles

Apart from the President and the Governor, the vehicles of the Indian Armed Forces are also exempted from the number plate rule. There is a completely separate and special registration system for the vehicles of the Indian Army, Air Force and Navy. You will not see a standard RTO number plate on military trucks, jeeps or other vehicles.

Number plates of military vehicles are different from normal vehicles. The number plates of these vehicles have white lettering on a black background. Also, an upward arrow or some special coding is given at the beginning of the number plate or at certain places. The complete information and registration of these vehicles is directly handled by the internal system of the Ministry of Defence. Even the normal police or traffic department has no authority to stop these trains.

Part of security and protocol

This arrangement has been made so that VVIP vehicles can be distinguished from other vehicles on the road. These vehicles are preferred in any kind of emergency or security issue. A petition was filed in the Delhi High Court on this in 2018, but for security reasons, the tradition of the Ashok pillar on the President’s vehicles has been retained.

In summary, although number plates are mandatory in Indian law, the President, Governor and Army vehicles are exempted from it considering the country’s security, constitutional supremacy and military secrecy.
