A lot of interest has arisen among the central government employees regarding the 8th Pay Commission. The commission has started official discussions with the employee unions and representatives and in a meeting held in Delhi from April 28 to 30, important issues like pay structure, fitment factor, pension revision, allowances and old pension scheme were discussed. The most talked about issue this time is the demand for wage revision every 5 years instead of 10 years.

Employee unions say the current 10-year wage revision regime is proving inadequate in the face of rising inflation. National Council-Joint Consultative Machinery (NC-JCM) Workers’ Party Secretary Shiv Gopal Mishra said that changing economic conditions required a faster revision of wages. He also mentioned that the system of 5-year pay review is already in place in many public enterprises and the banking sector.

According to employee unions, the long delay in wage revision is affecting the actual income of employees. For example, the salary of an employee hired on a basic salary of ₹18,000 in 2016 reaches around ₹37,000 after 10 years, which is considered low compared to rising inflation. Hence the demand for more regular revisions in wages and pensions is gaining momentum.

However, this proposal is likely to increase the financial pressure on the government. The recommendations of the Pay Commission affect not only the central government, but also the pay structure of the states. Frequent wage revisions can lead to huge increases in government spending. Meanwhile, the discussion process of the commission is going on and the next meetings will be held in Hyderabad, Srinagar and Ladakh. After this, the commission will submit the final recommendations to the government.
