• First, you need to get your hands on a Shiny Stone. This is a specific evolutionary item, and you will not find it very early in the game. Although you can often find them hidden away in rocky areas, inside caves, or even sometimes as rewards for winning some mini-games. Therefore, just keep exploring your options.
• Once the stone is in your bag, you can open your inventory and select it.
• Here, choose the option to use the item. The important part is to correctly select Togetic from your party list.
