The Foreign Ministry said on May 20 it had coordinated with Vietnamese diplomatic missions in Israel, Egypt, and Turkey, along with relevant domestic agencies, to verify the case of Tieu Nguyen Bao Ngoc, a Vietnamese citizen who joined a Global Sumud Flotilla convoy heading to the Gaza Strip.
Authorities have also been in contact with Ngoc’s family to gather additional information and facilitate verification and consular protection efforts.
The Vietnamese Embassy in Israel said it is implementing consular protection measures for Ngoc and has called on Israel to ensure humane treatment and fully comply with international regulations and conventions on consular protection and human rights.
An embassy representative said it is continuing to coordinate closely with local authorities and monitor the situation to provide necessary support to the Vietnamese citizen.

Against the backdrop of the continuing complex security situation in the Middle East, the Vietnamese Embassy in Israel has advised Vietnamese citizens to strictly comply with the laws of countries in the region, regularly monitor security warnings issued by local governments and Vietnamese diplomatic missions in the area, and avoid conflict zones or areas with safety risks.
The Global Sumud Flotilla, comprising 38 vessels carrying 319 international activists and journalists, set off from Turkey last week with the aim of crossing the Mediterranean Sea to the Gaza Strip to protest Israel’s blockade of the enclave and draw attention to its humanitarian crisis.
Global Sumud Flotilla organizers said the convoy was surrounded by the Israel Defense Forces (IDF) in waters about 250 nautical miles from Gaza. The Israeli Foreign Ministry said on X that the activists had been transferred to Israeli vessels, calling them a “provocation flotilla.”
Israel and Hamas reached a ceasefire in the Gaza Strip in October 2025, ending most ground fighting. Israel has established a “yellow line” controlling about 53% of Gaza’s territory and continues to blockade the waters off the enclave.
