JNU: Jawaharlal Nehru University (JNU) has revised the allotment rules and hostel fees for the Mahanadi Extension (Subansiri Hostel), which is designated for married research scholars. This decision was taken following the recommendations of a constituted committee. The University's Office of the Dean of Students has issued a notification regarding this matter.
According to the notification, all provisions related to the M.Phil. program have been removed from the University Hostel Manual. This step was necessitated by the University Grants Commission (UGC) discontinuing the M.Phil. program under the 2022 Ph.D. regulations. References about the 'Zero Semester' have also been removed from the Hostel Manual; this measure was implemented because this provision was not included in the new Ph.D. ordinance that came into effect after 2018.
**Hostel Residency Limited to Four Years**
Under the new rules, students—both Indian and international—will be permitted to reside in the hostel for a maximum period of four years, calculated from the date of their admission to the Ph.D. program. It will be mandatory to vacate the hostel upon submitting one's research thesis, provided there are no outstanding dues at the time of application. The University administration has clarified that, under no circumstances, will hostel residency be permitted beyond the stipulated duration.
**Priority in Hostel Allotment**
The notification states that priority in hostel allotment will be accorded to pregnant students and lactating mothers. Furthermore, the same rules that apply to Indian students regarding hostel residency will now be applicable to international students as well. The University has also revised the hostel fee structure. Under the new regulations, a refundable security deposit of ₹30,000 must be paid. Additionally, the establishment fee and room rent have been fixed at ₹5,000 per month.
**Hostel Application Process Begins June 1st**
Electricity and water charges will be levied based on actual consumption. Furthermore, an annual increase of 10 percent will be applied to the security deposit, establishment fee, and rent each year. In addition, before admission, all allotted students are required to submit an affidavit in the prescribed format, along with a declaration regarding their own employment and income, as well as that of their spouse. Applications for hostel allotment for married Ph.D. research scholars may be submitted starting June 1st.
