Amethi. A new system has been implemented regarding the functioning of Gram Panchayats in Uttar Pradesh. After increasing the tenure of village heads, the government has now issued guidelines regarding their working style. Under the new system, now the village head will not be able to get all the work done with his seal of approval like before.
According to the new guidelines, the work done in Gram Panchayats will now be approved by the Administrator. Although important small works of the village like repairing hand pumps, repairing street lights can be done, but for this also the process will have to be completed as per the rules. The documents prepared for these works will have to be sent to the concerned authorities and permission will have to be taken. At the same time, the approval of the District Magistrate will be necessary for road construction, drain construction and other major development works.
Work already underway will continue
The government has also made it clear that there will be no need to stop the development works that are already under construction. Such works can be continued. At the same time, work on the proposals passed in the open meetings of the Gram Panchayat will also be done as per the rules. Due to extension of tenure of village heads after their expiry, there was confusion regarding development works in Panchayats. After the arrival of new guidelines, now the stalled work in Panchayats can be started again.
Surveillance will increase in Panchayats
The objective of the new system is to bring transparency in the work of Gram Panchayats and to get the development works done as per the rules. Now before starting any big work, approval from the authorities will have to be taken. With this change, the role of village heads will not be the same as before. Now there will be more monitoring of administrators and administrative officers in development works, due to which the process of work done at Panchayat level will run in a more systematic manner.
