
The policy, cleared by the Delhi Cabinet on Monday, will come into effect from July 1 and forms part of the government's broader strategy to make Delhi pollution-free by March 31, 2030.
Rs.15,000 Crore Investment Planned
Addressing a press conference, Chief Minister Rekha Gupta announced that nearly Rs.15,000 crore will be invested over the next four years to expand electric mobility, reduce vehicular emissions and strengthen EV infrastructure across the city.
She said the policy provides a clear roadmap for gradually replacing conventional fuel-powered vehicles with electric alternatives, with a special focus on the transport sector.
Subsidies for Electric Two-Wheelers
To encourage EV adoption, the government has introduced purchase incentives for electric two-wheelers.
Buyers will receive:
Rs.30,000 subsidy in the first year
Rs.20,000 in the second year
Rs.10,000 in the third year
Incentives for Electric Three-Wheelers and Trucks
The policy also offers financial support for buyers of electric three-wheelers.
The incentives include:
- Rs.50,000 during the first year
- Rs.40,000 during the second year
- Rs.30,000 during the third year
In addition, buyers of N1 category electric trucks will be eligible for purchase incentives of up to Rs.1 lakh.
Only Electric Autorickshaws from 2027
The Delhi government has also announced a phased transition away from fossil-fuel-powered vehicles.
Under the new policy:
- Only electric autorickshaws will be registered in Delhi from January 1, 2027.
- Registration of new petrol and CNG-powered two-wheelers will gradually end.
- From April 1, 2028, only electric two-wheelers will be eligible for registration in the capital.
Scrapping Incentive for Older Vehicles
Owners of BS-IV or older four-wheelers who scrap their vehicles and switch to electric models will receive a Rs.1 lakh scrapping incentive.
However, officials clarified that hybrid vehicles will not be eligible for any subsidy under the new policy.
Online Portal and Charging Infrastructure
The Delhi government will launch a dedicated online portal to allow residents to apply for EV subsidies and incentives.
The policy also includes plans to significantly expand:
- EV charging stations
- Vehicle scrapping facilities
- Public charging infrastructure
- Other support systems required to accelerate the city's transition to electric mobility
With these measures, the government aims to make electric vehicles more affordable while reducing air pollution and encouraging sustainable transportation across Delhi.
