The Iranian government has defended its decision to close the Strait of Hormuz, pointing to what they term a "flaw" in Paragraph 5 of the Memorandum of Understanding (MoU) established on June 18 with the United States. Officials from Iran claim that this closure is necessary to rectify ambiguities in the agreement, which they argue inadequately defined Iran's authority over this crucial maritime route, suggesting a shared control with Oman.
Sources within the Iranian administration have acknowledged that the wording of the MoU was intentionally vague to facilitate agreement, with both parties expecting to later interpret the terms in their favor. Earlier today, Iran announced that the Strait of Hormuz is once again considered closed after a warning shot was fired at a vessel using an 'unauthorized route', further straining the fragile ceasefire with the US. The United States has not yet issued a response to this closure.
This announcement came after a meeting between the foreign ministers of Iran and Oman on Saturday, where they discussed the strategic waterway that separates their nations.
Details of Article 5 of the US-Iran MoU
Article 5 of the MoU stipulates that once the interim agreement is finalized:
- Iran will ensure safe passage for commercial vessels.
- For a period of 60 days, Iran will not impose any tolls on vessels traveling from the Persian Gulf to the Sea of Oman and vice versa.
- Immediate traffic in the Strait of Hormuz is to commence.
- Iran is required to eliminate "technical and military obstacles" and conduct demining operations within 30 days.
The MoU also indicates that Iran will engage in discussions with Oman to establish future management and maritime services in the Strait of Hormuz, in accordance with international law and the sovereign rights of the coastal states.
