8th Pay Commission: A significant hike in House Rent Allowance (HRA) could be seen in the near future. However, this increase will depend on the 'fitment factor' determined by the 8th Pay Commission. While the Commission has not yet released its final report, several proposals have been submitted by employee unions.
What is the reason for the potential HRA hike?
HRA is determined based on an employee's basic pay. This means that if the basic salary increases under the 8th Pay Commission, the HRA will automatically increase as well.
Currently, HRA rates are as follows:
X-category cities: 30%
Y-category cities: 20%
Z-category cities: 10%
In other words, the HRA received depends on the city's category.
How much HRA could be received based on different fitment factors?
The figures below are estimates for Level-1 employees.

Could HRA rates also increase?
Demands have been made to revise not just the basic pay, but also the percentage rates of HRA. The All India NPS Employees Federation (AINPSEF) has demanded that the government increase the House Rent Allowance (HRA) to:
36% for 'X' category cities
24% for 'Y' category cities
12% for 'Z' category cities
The Federation has also suggested that the HRA be revised whenever the Dearness Allowance (DA) is increased, ensuring that employees receive better relief in line with rising living costs.
When will the final decision be made?
Currently, the 8th Pay Commission has not yet prepared its report. It is expected that the Commission may submit its recommendations to the government by mid-2027. Following this, the government will make a decision on the report, and upon approval, the new salary structures and HRA rates will be implemented.
