Representatives of 67 countries of the world including India participated in a very sensitive and high-profile ministerial meeting held in the US capital Washington DC regarding terrorism and global security. In this general meeting, America’s newly appointed Secretary of State Marco Rubio made an open call on the global platform to the countries around the world to unite against leftist terrorism and extremism. However, a major diplomatic contradiction arose during the meeting when the US Secretary of State made the controversial claim in his address that the threat of Jihadi or Islamic terrorism has now reduced to a great extent at the global level. Indian Ambassador to the US Vinay Kwatra, representing India in the meeting, immediately took a strong stance and registered New Delhi’s strong objection to America’s statement which was beyond the ground reality. India’s blunt answer: Zero tolerance policy will have to be adopted against all forms of terrorism. Immediately after this unilateral statement of US Secretary of State Marco Rubio, Indian Ambassador Vinay Kwatra reiterated India’s traditional, strict and very clear stance towards terrorism on the global stage. Ambassador Kwatra shared the country’s decades-old and long strategic experiences in dealing with left-wing extremism i.e. Naxalism within India, but also held a mirror up to America and made it clear that terrorism cannot be divided into good or bad categories. India bluntly said that the world will have to adopt a policy of ‘zero tolerance’ against all forms of terrorism without any discrimination. Kwatra particularly highlighted the issue of cross-border terrorism destabilizing India and terrorist groups fueling a separatist agenda, which remain the biggest threats to India’s national security. Arrival of junior diplomats in the meeting of 67 countries: Many countries disagree with America’s agenda. Even though 67 countries registered their presence on paper in this high-level meeting, but according to inside sources, many major countries thought it better to send junior diplomats instead of sending their chief ministers to this meeting. The biggest reason for this was that America had focused the entire agenda of this international meeting only on the threat of leftist extremism. Many other countries across the world, including India, strongly disagreed with the US assessment that only left-wing violence should be considered the world’s biggest threat compared to Islamic extremism. Foreign Minister S. Jaishankar (S. Jaishankar) had also received a personal invitation for this meeting, but due to his being on other pre-scheduled trips, Ambassador Vinay Kwatra took India’s lead on this platform and strongly presented the country’s side. Marco Rubio explained the global network of modern terrorism: cooperation across borders is the only way. US Secretary of State Marco Rubio expressed concern over the increasing leftist violence around the world and said that it is very important to end this violent era. He claimed that despite serious ideological differences with the US on issues like trade, immigration and energy, the gathering of leaders, counter-terrorism experts and law enforcement officials from more than 60 countries here proves that concerns about this threat are deep at the global level. Explaining the modern and changing nature of terrorism, Rubio said, "In today’s era, far-left terrorists raise funds illegally from one country, host their secret conversations on secure servers of another country, take weapons training in camps of a third country, recruit new fighters from a fourth country and through the network of all these, carry out a major attack in a fifth country." He stressed that to dismantle this dangerous cross-border network, all countries will have to step out of their legal boundaries and increase intelligence cooperation. Big contradiction in the thinking of America and India: India warned by mentioning the Pahalgam attack. The biggest matter of concern and disagreement for India in this meeting in Washington was Marco Rubio’s assessment in which he said that due to the successful counter-terrorism strategies adopted by America and European countries, the threat of global Jihadi terrorism has now reduced to a great extent. This thinking of America is completely contrary to the security realities of India. Cross-border sponsored jihadi terrorism remains as big, brutal and deadly a threat to India today as it was a decade ago, the most recent and tragic example of which is the horrific Pahalgan Terror Attack in Jammu and Kashmir in 2025. India sent a clear message that no global counter-terrorism operation can be considered successful unless cross-border terrorist infrastructure and funding from countries like Pakistan is completely destroyed.
