8th Pay Commission: In an important development, central government employees are expected to get big relief from the 8th Pay Commission. According to reports, ‘National Council Joint Consultative Machinery’ (NC-JCM), the apex body representing employee unions, has submitted a proposal to the government, demanding major changes in the pay scale structure. In this proposal, it is recommended to merge several levels of the existing pay matrix to simplify the pay structure and reduce the difference in pay of employees working at different levels.

According to the proposal, to simplify the salary structure, several pay matrix levels like levels 2 and 3, 4 and 5, 7 and 8, and 9 and 10 can be combined. This will bring more clarity regarding promotion and salary increase. The purpose of this proposal is also to reduce the huge difference in salary between different levels, so that the salary structure can be more balanced for employees doing similar work.

Here are some highlights:

• NC-JCM has recommended applying a fitment factor of 3.83, which may increase the minimum basic pay from the current ₹ 18,000 to ₹ 69,000.
• If it is implemented, it will benefit lakhs of central government employees and pensioners.
• This will significantly increase his total salary package.
• Changes in the annual increment system have also been suggested in this proposal.

Employee unions argue that the current salary structure is very complex and there is a lot of variation between different pay levels. In view of rising inflation and rising cost of living, he believes that major changes are needed.

However, it is important to note that these are only proposals at this stage.
