Exam city allotment not based on 'first-come, first-served'

The allotment of the exam city will not be based on the 'first-come, first-served' rule. Submitting the application early will not increase the likelihood of securing a preferred test city or center. Applicants must select three preferred test states while filling out the application form. The first preferred test state must be the same as the 'correspondence state' mentioned in the application form. The remaining two preferred test states must be neighboring states.
